Summary

The primary purpose of this position is: to serve as a financial specialist, performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis, in support of weapon systems/subsystem programs.

Duties

Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major weapon system(s)/subsystem(s) programs.

Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds.

Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.

Represents the organization at all levels within the government and at contractor/industry sites.

  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.
  • This position has been designated as an acquisition position, covered by the Acquisition Professional Development Program (APDP) and the employee is expected to meet Continuing Acquisition Education requirements.
  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • May be required to travel by military or commercial air in the performance of TDY.
  • The incumbent may be required to work overtime or an irregular work shift.
  • The incumbent must be able to obtain and maintain an appropriate security clearance
  • A bachelor’s or advanced degree in business administration, economics, finance, or other related field is highly desirable
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • Incumbent may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving acquisition certification within 60 months after assignment.
  • This position also requires the employee to engage in acquisition continuous earning activities achieving 80 continuous learning points every 24 months.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards of General Schedule Positions, Administrative and Mangement Positions.

1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data.
2. Knowledge of DoD acquisition requirements, development, and approval processes.
3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program.
5. Ability to communicate, plan, organize work, and meet deadlines.
6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.

In this position, you will serve as a Financial Specialist within the Business & Enterprise Systems, Maxwell-Gunter, AL. You will be responsible for delivering and supporting Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.
