Summary

This position is part of the Office of Management, Department of Energy. As a Facility Operations Specialist, you will be supporting planning and coordinating the facility operation and maintenance of the Department of Energy's buildings and grounds.

Duties

As the Facility Operations Specialist, you will:

  • Perform detailed analysis of Headquarters buildings operating requirements for equipment, facilities and building alterations.
  • Coordinate day-to-day operations and prepare work orders from requests for buildings maintenance, normal cleaning, and general facilities services.
  • Liaison with the Procurement and Contracts staff for technical matters pertaining to the facility operation contracts.
  • Perform Quality Assurance Inspections of some aspects of a large multi-million dollar per annum facilities management contract that includes operation and maintenance of building systems.
  • Conduct periodic survey of concession operation to determine the adequacy and efficiencies of such operations and takes actions to improve these operations.
  • Prepare progress, inspection and status reports requiring continuous walking, standing, climbing stairs and ladders and light lifting up to 50 lbs.

  • This position has been designated as Critical, High Risk and requires a security clearance at the "Q" level. The incumbent is required to obtain and maintain this clearance, failure to do so may result in separation from federal service.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position is included in a Bargaining Unit.
  • This position requires on-call status and report on-site within 60 minutes.
  • Valid State drive license is required.
  • Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level 1 certification is required at the GS-11 level. (FAC-COR) Level II Certification is required at GS-12 level.
  • This position is not eligible for Telework.
  • This position does not support remote work.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-11 Level
SPECIALIZED EXPERIENCE: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level. Specialized experience for this position is defined as meeting ALL of the following:
  1. Performing functions of the facilities maintenance trades to include the structural, electrical, and mechanical disciplines as they apply to planning or initiating required maintenance, repairs, and improvements to facility systems.
  2. Evaluating information concerning building operations and contracting procedures to assist in preparing progress reports.
  3. Using contract administration methods and techniques to interpret and monitor established contracts ensuring the contract terms and conditions are met.
OR
EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Engineering, Construction Management, Business Administration, or a similarly related major. COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPT REQUIRED

GS-12 Level
SPECIALIZED EXPERIENCE: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting ALL of the following:
  1. Managing functions of the facilities maintenance trades to include the structural, electrical, and mechanical disciplines as they apply to planning or initiating required maintenance, repairs, and improvements to facility systems.
  2. Analyzing data to prepare progress reports concerning building management operations and contracting procedures.
  3. Assisting in monitoring contractor performance at facilities to ensure work performance is in compliance with documented plans.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
