Summary

As an Federal Acquisition Institute (FAI) Senior Procurement Analyst you will serve as an federal-wide expert in acquisition innovation and acquisition workforce development, specializing in the implementation and sustainment of FAR modernization and acquisition policy reform.
The FAI is responsible for executing a government-wide mission.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Directs, plans, develops, administers and executes the acquisition workforce training roadmap based on FAI and OFPP plans.
  • Collaborates with the FAR Council, FAI, and Warfighting Acquisition University to develop, deliver, sustain, and periodically update comprehensive education, training delivery, and scalable solutions for the federal acquisition workforce on RFO and other OFPP priority policy changes, impacts to practice and culture, and lessons learned through practice.
  • Provides expert hands-on coaching and consultation (experiential learning) to federalwide acquisition workforce members to support adoption and use of novel procurement practices aligned with the RFO and other OFPP priorities.
  • Leads the systematic capture, analysis, and reporting of experiential learning outcomes and practitioner feedback to ensure learning informs practice, culture, and policy updates.
  • Analyzes feedback from experiential learning to identify gaps, inform development or modification of learning assets, recommend practice improvements, and support updates to strategic acquisition guidance and/or policy.
  • Establishes and maintains federalwide applied learning frameworks, standards, and evaluation approaches to ensure consistency, scalability, and alignment with OFPP-approved acquisition policy objectives.
  • Executes against the FAR Council and OFPP approved governance the process to sustain and maintain the currency of non-regulatory strategic acquisition guidance, specifically the FAR Companion and the Category Management Buying Guide.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • CONDITION EMPLOYMENT: FAC-C (Professional) certification which mandates that the incumbent obtains and maintains the FAC-C (Professional) Certification. Candidates should also possess a Digital IT Acquisition Professional (DITAP) credential.

Qualifications

The GS-15 salary range starts at $150,359 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is experience furnishing guidance and leadership in the development, delivery, and sustainment of applied learning solutions for the acquisition workforce, with a focus on the implementation and sustainment of the Federal Acquisition Regulations (FAR) modernization and acquisition policy reforms, that support durable changes to acquisition practice and culture. Experience includes leading initiatives resulting in changes in acquisition practices by integrating:

  • Experiential learning
  • Hands-on acquisition workforce coaching and consultation
  • Peer-to-peer knowledge-sharing mechanisms
  • Strategic stakeholder engagement

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in facilitating acquisition policy reforms (e.g., Revolutionary FAR Overhaul (RFO) or similar) and policy changes (e.g., Office of Federal Procurement Policy (OFPP) or equivalent) sufficient to design, deliver, and sustain interactive training solutions for varied audiences across an acquisition workforce, and to assess and report learning outcomes and their implications for policy, practice, and culture.
  2. Skill in providing coaching and consultation to diverse, organization-wide acquisition teams on streamlined acquisition strategies and innovative procurement approaches across a diverse set of requirements and acquisition strategies.
  3. Skill in oral communication and facilitation to coach, mentor, and guide acquisition professionals at all levels on streamlined acquisition strategies, innovative procurement approaches, and practice changes.
  4. Knowledge of federal acquisition regulations, policies, and procedures, including recent updates, sufficient to translate regulatory changes and practice implications into practical training and to maintain currency of strategic acquisition guidance. 
  5. Skill in applying change management principles to support adoption of strategic acquisition guidance and drive cultural transformation in organization-wide acquisition practices
