Summary

This position is assigned to the OSD/Joint Services Operations Branch (N9S); Commander, Navy Installations Command (CNIC). Incumbent serves as the Headquarters (HQ) Fee Assistance Provider Qualifying Manager, providing oversight of the DoD Military Child Care in Your Neighborhood (MCCYN) Provider Qualifying Team.

The position is responsible for oversight and coordination of all functions related to the execution of the DoD MCCYN Provider Qualifying Team within the

CNIC HQ N9S Division.

Duties

  • Provides management and oversight for the DoD MCCYN Provider Qualifying Team.
  • Ensures that day-to-day operations are conducted to ensure provider management activities are effectively executed to ensure providers meet DoD requirements and are enrolled in the DoD Provider Network in a timely manner.
  • Designs business rules, policies, and procedures to ensure efficient operations of the DoD MCCYN Provider Qualifying Team and easier participation in the DoD Provider Network by MCCYN providers.
  • Participates in MCCYN Plus meetings with OSD and the States as a representative of the DoD Provider Network.
  • Responsible for the development of effective processes that meets the operational requirements of MCCYN administrators to ensure qualifications are kept up to date and payments can be processed.
  • Establishes and tracks reporting requirements.
  • Answers OSD and Service level data calls and requests for information.
  • Works with IT development contractors to design, develop and execute automated processes to administer provider management activities.
  • Establishes relationships through on-going communications with personnel from other functional offices (e.g. personnel, NAF accounting, legal) to gain support and provide adequate and timely services.
  • Actively outreaches to community child care providers to expand the network of providers who participate in the program and provides services to military families.
  • Establishes communication protocols with military service/components representatives related to activities of the DoD MCCYN Provider Qualifying Team. Organizes and conducts meetings; provides written status reports to services/components.
  • Ensures the highest level of customer service.
  • Establishes protocols and scripts that provide the basis for staff interaction that are helpful, positive, and friendly. Ensures process for escalation of complex issues are in place.
  • Facilitates activities related to the MCCYN Provider cross-service review board which addresses concerns related to provider actions that could result in disqualification from the program. Makes recommendations to the board about provider participation in the program.
  • Manages long/short term performance objectives to measure on-going feasibility and viability of the program. Takes actions to ensure program and budget objectives are met.
  • Develops service level standards and associated metrics to manage team performance, justify personnel requirements, monitor output and set customer expectations.
  • Analyzes, extracts, summarizes, and identifies metrics, significant trends, and issues related to the DoD MCCYN Provider Qualifying Team.
  • Serves as Joint Operations DoD MCCYN Provider Qualifying Team subject matter expert on inter-agency and/or inter-departmental teams established to analyze and resolve complex issues involving current and effective management practices and makes recommendations for implementation of global business practices and automated systems, which may require extensive changes in procedures and impact substantial government resources.
  • Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, presentations and briefings with CNIC leadership, DoD, and Service level representatives.
  • Prepares and delivers oral presentations to a variety of audiences concerning implementation of the DoD MCCYN Provider Qualifying Team such as regularly scheduled Service Representative meetings, as well as meetings with OSD, State partners, and Program Manager meetings when requested.

Qualifications

  • Five years of specialized experience with the Department of Defense (DOD) and/or Department of the Navy (DON) Child and Youth Programs working with Child and Youth Program Assistant Fee Assistance Programs.
  • Expert and comprehensive detailed knowledge of DoD qualifying standards including (a) accreditation standards for center-based programs and family childcare and (b) state Quality Rating & Improvement Systems (QRIS).
  • Knowledge of Department of Defense (DoD) philosophy, goals, vision, policy and programs relating to CYP issues of military members.
  • Knowledge of the DoD MCCYN Fee Assistance Program overall.
  • Extensive knowledge of program management concepts to determine requirements, develop policy, analyze and evaluate processes, and implement programs.
  • Knowledge of business functions, policies, financial management principles, program objectives, and analytical and evaluative processes.
  • Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on goals and objectives.
  • Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.
  • Skill in developing, organizing, and conducting program reviews and improvements through team efforts.
  • Skill in developing, evaluating, and defending programs to higher levels in DON, DoD other military services, State partners, and accrediting bodies.
  • Ability to discern and resolve conflicts.
  • Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
  • Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
  • Ability to perform the full range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.
