Summary

This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties

As an Investment Director within the CHIPS Program Office's Investment Office, you will be responsible for overseeing the evaluation, structuring, and execution of grant and loan activities. This includes leading cross-functional teams, providing expert financial guidance, and ensuring successful engagement with applicants and stakeholders to meet program objectives.

In this position, you will:

  • Lead the execution of due diligence and evaluation processes for grant and loan applications, ensuring thorough analysis and strategic decision-making in alignment with the CHIPS Program Office's goals.
  • Serve as the key coordinator of cross-functional transaction teams, bringing together internal and external resources to ensure integrated and comprehensive evaluations of grant/loan applications.
  • Provide expert guidance in the design and implementation of financial modeling, risk assessment, and structuring strategies to enhance the grant/loan decision-making process.
  • Engage with applicants and stakeholders throughout the grant/loan lifecycle to foster strong applications, negotiate terms, and secure favorable outcomes.
  • Oversee post-award activities, ensuring that grantees and loan recipients meet program objectives and compliance requirements, while also managing overall portfolio performance.

Qualifications

Applicants must possess one year of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level.
Specialized experience is defined as experience in any of the following:
  • Financial analysis
  • investment banking
  • Corporate consulting
  • Credit underwriting
  • OR a similar role that demonstrates
    • Leading quantitative analysis
    • Conducting complex multi-party underwriting, due diligence, or negotiation processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
