Duties
This position is located in Fiscal Operations of the Federal Library and Information Center (FEDLINK), Library Enterprises Directorate. The incumbent in this position serves under the general direction of the Executive Director of FEDLINK. The incumbent is responsible for planning, developing and administering Federal Library and Information Network (FEDLINK) financial activities, a cost recovery revolving fund. Duties include formulating and tracking the annual budget, cost accounting, revenue tracking, and expenditures. The incumbent serves as the technical expert on financial matters and must be knowledgeable about federal budget and financial management procedures or current business practices or accounting principles, practices and controls, including automation as applied to fiscal operations. The incumbent is responsible for knowledge of the workflow and processing operations and statistical gathering and reporting requirements of (FEDLINK), as well as the Library's automated financial management system.
Monitors and manages budget operations, to include both budget formulation and execution for FEDLINK.
Evaluates budget policy and guidance to develop an integrated budget for a significant organizational component or to meet multi-year objectives for a program with national impact.
Allocates funds to operating services, evaluates actual expenses comparing them to plans, makes projections, and indicates necessary adjustments in plans to maintain equitable program balance. Budgetary changes frequently occur because organizational or program elements, such as introducing new technology and programs, employee turnover, or changes to mission or program requirements, are difficult to estimate with a high degree of accuracy.
Supervises a group of employees performing financial management activities, including budget and accounting work, accounts payable, accounts receivable and member services up to the GS-13 level.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

Ensures the accuracy of data entered into accounting system and consolidates for FEDLINK into financial statements and managerial reports.
Serves as expert authority on reconciliation of integrated accounts for accounting system.
Executes budget and accounting work involving the most complex fund control activities, including compliance with FASAB, Treasury Financial Manual, and GAO Standards for Internal Control in the Federal Government, adapting budgetary policies, analytical techniques and methods, and regulatory procedures.
Projects, reviews, analyzes, and reports on the potential impact of government-wide of budgetary actions on program viability and attainment of program objectives.
Oversees, tracks and reports on the rate of fund expenditures, revenues, and forecasts.
Completes annual year-end closing activities and reconciles all program accounts with the Library's financial management system.

Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to supervise and lead a workforce of excellence.**
Knowledge of Federal Generally Accepted Accounting Principles (GAAP), U.S. Standard General Ledger (USSGL), and other Accounting Industry Regulations.**
Ability to capture, analyze, estimate, and forecast financial management and related cost data.**

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
