Duties
This position is located in the Office of the Chief Financial Officer (OFCO), Office of Budget. OCFO provides financial leadership on all matters related to financial management, financial management systems, financial accounting, and acquisition management. The OCFO leads the USITC Budget and Finance Committee. The mission of the immediate office is to manage the formulation, submission, and execution of the USITC budget. The primary purpose of this position is to provide oversight, planning and policy guidance, technical requirements analysis, and contract oversight and implementation support within the Office of the Chief Financial Officer.
Major duties of the Financial Operations Specialist includes the following:
- Coordinates and monitors all phases of annual and multi-year budget formulation and execution, preparing and briefing budget execution to management.
- Evaluates financial and business processes associated with budget development and execution at the Commission to identify inefficiencies, bottlenecks, or areas for enhancement and provides recommendations for improvements to senior leadership.
- Analyzes management systems, processes, and styles for improving effectiveness and control at the enterprise level and below. Evaluates and analyzes agency-wide programs, functions, and organizations to determine whether current systems efficiently accomplish organizational objectives, and whether they provide the controls necessary for sound management.
- Responsible for drafting policy revisions and providing written and verbal guidance to Commission employees.

Qualifications

To qualify at the GS-14 level, applicants must have one-year of specialized experience equivalent to the GS-13 obtained in the federal or private sector which demonstrates all of the following: (1) Experience working with business, financial, and statistical data to analyze agency-wide operational performance, identify trends, and develop forward-looking projections; (2) Experience in designing, structuring, and governing relational data sets, databases, and data-driven applications using SharePoint or comparable enterprise platforms; (3) Applying budgeting and financing principles, laws, and regulations and the financial relationships between national program managers and agency-level budget offices to analyze, develop, recommend, and implement budgetary policies.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
