Summary

The Smithsonian Institution (SI) is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo.  This position is in the Smithsonian Libraries and Archives (SLA). The Smithsonian Libraries and Archives gathers, organizes, and disseminates the records and history of the Institution to support its research, curatorial, exhibition, publication, public service, and education programs.

Duties

The Financial Specialist is responsible for financial management, budget administration, and procurement.

In this position, you will:

  • Establish and maintain accountability records for funds control of the various financial matters related to the work of the unit to include federal, trust, grant, gift and discretionary funds.
  • Independently works with contract representative and managers to gather documents for procurement packages.
  • Manage routine fund reconciliation by comparing reports generated from ERP with excel spreadsheets and resolving discrepancies.
  • Respond to written or oral inquiries concerning payments or audit related information. Serves as the primary contact for staff on technical advice in support of the accounting and enterprise resource planning systems.

Qualifications

GS-11 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service.  For this position, specialized experience is defined as performing financial management duties such as budget administration, procurement, and maintaining accountability records for funds control using ERP systems. This includes independently planning and executing financial tasks, analyzing and reconciling financial data, and resolving issues by researching and evaluating financial options related to the unit’s operations.

OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

  1. Knowledge of Congressional, OMB, OMPD and programmatic budget processes, procedures and requirements to formulate, justify and monitor the execution of appropriated and non-appropriated accounts.
  2. Ability to provide procurement and contract administration support.
  3. Skill in reconciling funds by comparing data from ERP with Excel Spreadsheets and resolving discrepancies.
  4. Ability to communicate orally and in writing.
