Summary
You will serve as a Financial Specialist who may perform duties of a fiscal, financial management, accounting or budgetary nature for the assigned office within the Department of Transportation (DOT) Office of the Secretary (OST) or Operating Administration (OA).The work performed may require understanding of accounting, auditing, or budget methods and techniques common to several recognized professional or administrative fields.

Duties will vary depending on agency and position. As a Financial Specialist within DOT, you will:
- Perform financial functions involved in the tracking and control of funds for specified program(s). Serve as point of contact for financial matters related to assigned responsibilities. Identify and track trends in financial accounting data important to effect better utilization of resources.
- Maintain allotment, funding, commitment, and obligation records for assigned accounts. Verify availability of funds at time of case implementation and certify funds on various funding documents. Verify that data is properly posted to control and subsidiary accounts, identify errors, over-obligated conditions, and initiate corrective actions.
- Review status of fund authorizations, commitments, obligations, undelivered orders and accounts payable.
- Analyze financial data in order to resolve imbalances, in support of assigned programs. Validate obligations for the Quarterly Review of Unliquidated Obligations, balance and close out financial records for Fiscal Year End.
- Establish and maintain a number of unique control and subsidiary accounts to provide financial accountability for the financial management system.
- Perform billing and closeout functions. Receive automated reports, listings, and e-mail notices, and identify imbalances and conduct research to resolve and correct imbalances by reviewing data from various databases and unique reports.
- Through various media devices, communicate with billing activities (governmental or vendors), and higher level budget officials in order to clear suspended billings, update current disbursements in accounting system, post and correct delivery reports, and rectify negative unliquidated obligations. Perform follow-ups to ensure corrective actions are taken.
The ideal candidate is an individual who has experience reviewing, entering, analyzing and reconciling financial information and/or accounting data for validity, completeness and accuracy of work assignments involving accounts receivable and/or accounts payable functions; and experience performing a full range of accounting duties in accordance with legal and statutory requirements.

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed. For this 0501 series, this position may be designated as moderate, or higher, if the duties and responsibilities are of considerable importance to the agency or program mission.

Qualifications

For the GS-07: You qualify for this grade level if you meet one of the following experience and/or education requirements.
On Experience, at least one year of specialized experience, equal or equivalent to the GS-05 grade level, which included:
- Reviewing and reconciling financial reports and/or accounting data for completeness and validity of work assignments; AND
- Performing a full range of financial and/or accounting duties in accordance with legal and statutory requirements.
On Education, you must have:
- 1 year of graduate-level education towards a master's or equivalent graduate degree, OR a Bachelors degree with Superior Academic Achievement*.
- Or, you can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
*Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled.)
- Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.) - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
For the GS-09: You qualify for this grade level if you meet one of the following experience and/or education requirements.
On Experience, at least one year of specialized experience, equal or equivalent to the GS-07 grade level, which included:
- Reviewing and reconciling financial reports and/or accounting data for completeness and validity of work assignments; AND
- Performing a full range of financial and/or accounting duties in accordance with legal and statutory requirements; AND
- Responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries.
On Education, you must have:
- 2 years of progressively higher level graduate education leading to a master's degree, or have been awarded a master's or equivalent graduate degree.
- Or, you can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
