This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Performs inspections of buildings, structures, storage areas, equipment, and other installation facilities to identify and mitigate fire hazards, considering the moderate frequency and potential severity of fire occurrences.
  • Preparing comprehensive reports with recommendations for corrective actions is essential, as is coordinating fire prevention activities with the Installation Safety Officer.
  • Conducts an efficient and widely disseminated fire prevention program through all available media resources and trained fire wardens.
  • Develops and procures materials relevant to the fire prevention program.
  • Conducts fire safety training.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent to maintain the following Department of Defense (DoD) Firefighter Certifications in accordance with DoD 6055.06-M: Fire Inspector I, Fire Inspector II, Public Fire and Life Safety Educator, and HAZMAT Awareness.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoD 6055.06-M to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent to participate in a Department of Defense (DoD) Physical Training Program.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the incumbent to meet the minimum 40 hours of training in accordance with Superfund Amendments and Reauthorization Act (SARA), Title III for HAZMAT duties and responsibilities.
  • This position requires the incumbent to wear a uniform and safety apparel while on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position is subject to recall 24 hours per day in case of major installation emergencies.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Because the position is not located in an organization with a Fire mission, the PD is not eligible for secondary SRC approval, nor does it meet the requirements for primary SRC approval.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes; 1) Conducting fire/safety inspections to identify, reduce or eliminate the hazards that cause fires; 2) developing materials to provide situational and/or classroom training on fire prevention; and 3) reviewing plans for construction projects to ensure compliance with fire codes and/or fire prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-08).

In addition to meeting the specialized experience requirement above, applicants must also possess: Fire Inspector I, Fire Inspector II, Public Fire and Life Safety Educator, and HazMat Awareness certification through Department of Defense (DoD) Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.
