?This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Some duties are at the full performance level and closer than normal supervision is required at the lower grades, IF needed.
  • Develop plan of actions to combat hazardous materials incidents.
  • Analyze hazardous materials to verify the presence/concentration of hazardous materials through the use of computer modeling and/or monitoring equipment.
  • Inspect buildings for hazardous conditions and compliance to fire code standards. Instructs on fire prevention practices and conduct drill evacuations.
  • Perform operational checks/maintenance on trucks and equipment to ensure operational readiness.
  • Respond to on-site accidents/emergencies to provide basic life support and non-invasive emergency procedures.
  • Respond to fire alarms and combats fire requiring the full range of firefighting tasks involving structures, equipment, and other facilities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires the incumbent to work 72 hours per week (144 hours Bi-Weekly) requiring working nights, weekends, and holidays.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires successful completion of an annual Job Performance Test.
  • This position requires participation in a cardiovascular physical fitness program.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Fire Chief and may include mandatory overtime, recall to duty etc.

In order to qualify, you must meet the education/and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-04 Level: Specialized Experience: One year of specialized experience which includes using and maintain firefighting equipment; climbing standard and aerial ladders; and/or lifting and carrying people and equipment for rescue and salvage during fire operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).

Education:
Two years of education above the high school level in an accredited college or university in Fire Training, Fire Science, or other related fields of study.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To qualify at the GS-05 Level: Specialized Experience: One year of specialized experience which includes experience controlling and extinguishing fires, operating hose lines, making force entries, ventilating structures or performing rescue operations including administering first aid to injured victims. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education
: Four years of education above the high school level in an accredited college or university in Fire Science, Fire Training, or other related fields of study.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To qualify at the GS-06 Level: Specialized Experience: One year of specialized experience which includes operating firefighting equipment, Including pumps and heavy hand held equipment, and extinguishing agents during emergencies; experience performing emergency medical services under a variety of conditions; experience carrying out orders, effectively fighting fires, and using and maintaining assigned firefighting equipment under conditions of heavy physical exertion and extreme heat and dust in all kinds of weather. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

To qualify at the GS-07 Level: Specialized Experience: One year of specialized experience which includes controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; conducting rescue operations and administering emergency medical aid; and utilizing hazardous material response equipment/supplies to identify and contain hazardous products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

In addition to meeting the specialized experience requirement above, applicants must also possess the below listed certifications (for their applicable grade) certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.

GS-05: To qualify, the incumbent must possess the following certifications at the time of application: IFSAC/PROBOARD Firefighter I, Firefighter II, HAZMAT Awareness/Operations, Airport Firefighter, and CPR/AED. (Applicants must attach all certificate copies with application) Within 12 months the incumbent must obtain IFSAC/PROBOARD Certification levels: Driver Operator-Pumper.

GS-06: To qualify, the incumbent must possess the following certifications at the time of application: IFSAC/PROBOARD Firefighter I, Firefighter II, HAZMAT Awareness/Operations, Driver Operator-Pumper, Driver Operator- Airport Rescue Fire Fighter and Aircraft Rescue Firefighting (ARFF) certifications. (Applicants must attach all certificate copies with application.)

GS-07: To qualify, the incumbent must possess the following IFSAC/PROBOARD certifications at time of application: Firefighter I, Firefighter II, HAZMAT Awareness/Operations, HAZMAT Technician, Driver Operator-Pumper, Driver Operator-ARFF, Aircraft Rescue and Firefighting (ARFF) certifications, and Emergency Medical Technician Basic (EMT-B), which must be issued by a State or National Registry. Within 12 months the incumbent must obtain: IV authorization. (Applicants must attach all certificate copies with application.) FIREFIGHTER PRIMARY RETIREMENT COVERAGE:
