Job Description (Please follow all instructions carefully)

Summary

The incumbent of this position serves as the Fleet Readiness Director for Fleet Activities (FLEACT), Yokosuka, Japan which includes responsibility for Morale, Welfare and Recreation (MWR) (one of the largest MWR Operations in the Navy), and the Galley.

Duties

  • Develops specific policies and procedures on a wide range of subjects to guide and manage programs. These include, but not limited to: budget, programs, accounting, staffing, training, procurement, and facility planning.
  • Provides leadership for the Fleet Readiness program; implements policies and directives from the command higher headquarters and adapts those policies to meet the needs of Fleet Activities, Yokosuka.
  • Develops operating criteria and techniques for stimulating and maintain interest in all customer service activity areas.
  • Advises the Commander and Chief Staff Officer on all matters of policy and planning for Fleet Readiness programs.
  • Organizes and administers comprehensive Fleet Readiness program. The incumbent is responsible for all recreation, youth, leisure and food and beverage programs at Fleet Activities, Yokosuka, Japan, which includes 80+ tenant commands/units.
  • Develops and updates a MWR Master plan that addresses overall program scope to include three primary sub-functional program areas such as Mission Sustaining Programs, Community Support Activities and Business Activities.
  • Plans for the budget available appropriated (APF), non-appropriated (NAF) and Government of Japan (GOJ) supported funds to optimize revenue while reducing expenses. These resources affect staffing, capitalization of equipment and construction and renovation of facilities.
  • Develops and implements new and advanced business operations techniques and methods to achieve organizational goals as outlined in the activity business plan.
  • Coordinates with Commander, Navy Region Japan N9 program managers to facilitate support services, resourcing (e.g. POM, budget, allocation and distribution), oversight, inspections, audits and coordination data calls from higher authority.
  • Exercises overall supervision and responsibility for over 1,000 personnel (appropriated and non-appropriated funded civilians, active duty service members, Master Labor Contract, Indirect Hire and Personal Service Contractors) and 115 facilities.

  • The incumbent must be able to obtain and maintain a secret clearance.
  • The incumbent is required to file OGE Form 450, Statement of Affiliation and Financial Intent pursuant to SECNAVINAT 5370.2 series.
  • The incumbent on occasion must lift or carry weighing up to 50 pounds.

Qualifications

A qualified candidate possesses the following:
  • Incumbent must possess at least one-year of specialized experience at the next lower grade level (NF-04/ GS-12) in directing a Fleet and Family Readiness Program.
  • Keen ability to apply principles, methods and techniques of system management.
  • Advanced knowledge of and ability to conduct/direct analysis and research efforts.
  • Detailed knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans.
  • Incumbent must have a thorough knowledge and demonstrated experience in Federal financial source management including appropriated and non-appropriated funds.
  • Expertise in financial management must include budgeting, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance tracking and facility management.
  • Ability to utilize analysis in developing information to formulate decisions for complex management actions.
  • Ability to utilize complex information to base decisions that betters the program and community.
  • Knowledge and background of military recreation and quality of life initiatives to retain or experiment with new theories and applications which are responsive to a rapidly changing operating/social environment.
  • Have leadership skills to develop and maintain a large workforce into a cohesive group committed to quality program and product delivery to customers. This application of knowledge is essential to unit cohesion and military readiness.
  • Ability to direct solutions to complex short and long-term problems, applying logic and economical factors.
  • Knowledge of variety of financial, program administration, EE, procurement, personnel, and other laws, regulations, and polices used by the navy and other U.S government agencies.
  • Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.
  • Incumbent must have some basic training in quality management concepts and applications along with working in a foreign area.

This series does not have a positive education requirement.

  • 1 year of Specialized Experience at theNF-04 or GS-12 equivalent. Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Applicants who meet the minimum qualifications will be further evaluated for:
  • Specialized experience in developing, implementing and improving DoD quality of life programs to include food service, recreation/entertainment, child and youth services, leisure and information services, and fitness/sports.
  • Experience in Federal financial source management (both appropriated and non-appropriated funds) to include budgeting cost and profitability analysis, internal controls, cash flow, audit systems, procurement, slot controls, and fiscal performance trends.
  • Supervisory experience.
  • Experience which demonstrates knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans.
  • Experience which demonstrates knowledge of facility management and ability to evaluate trends in terms of possible changes and shifts in programming requirements. Knowledge of promotion, marketing, or sales related to Fleet Readiness programs.
