Summary

As a Fleet Specialty Support Division Director, you will provide executive leadership and oversight for customer relationship management and enterprise fleet support for GSA Fleet products and services.

Location of Position: GSA, Federal Acquisition Service (FAS), Office of Fleet Management, Fleet Customer Service Center.

The Federal Acquisition Service (FAS), Office of Fleet Management, Fleet Customer Service Center is responsible for providing safe, reliable, low-cost fleet management solutions for customers to effectively and efficiently meet their missions and mandates.

As a Fleet Specialty Support Division Director, you will provideexecutive leadership and oversight for customer relationship management and enterprise fleet support for GSA Fleet products and services delivered to Federal agencies and authorized users within an assigned customer area. 

You will perform the following duties:

  •  Provide executive oversight and strategic direction for the delivery of GSA Fleet customer support service across all customer segments, including Military, Civilian, and Specialty agencies; overseeing support for the full lifecycle of fleet products and services, including vehicle ownership, leasing solutions, maintenance coordination, reporting, utilization and lifecycle management.
  • Serve as a senior advisor on operational performance, customer satisfaction, and emerging trends that affect fleet service delivery; providing recommendations on customer support strategy, service enhancements, and program adjustments to improve compliance, efficiency, and customer satisfaction.
  • Develop and monitor service performance standards, including response times, accuracy of transactions, and resolution of customer inquiries; supporting agency readiness and operational continuity by proactively anticipating customer needs and providing tailored solutions.
  • Collaborate with internal and external stakeholders to align resources, streamline workflows and ensure agency-specific requirements are addressed; builds and maintains strong, strategic relationships with agency leadership to ensure fleet support services are aligned with mission requirements and tailored to customer priorities. Monitor regulatory and policy developments to ensure compliance in all customer support operations.
  • Provide leadership and direction through subordinate managers and supervisors who oversee the customer support operations; ensures that managers communicate clearly and consistently with employees regarding priorities, objectives, performance standards, and service expectations to ensure workload is effectively managed and work is executed in compliance with policies, regulations, and customer commitments.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.

  • Serve a one year probationary period, if required.

  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.

    negative drug test result.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $147,945.00  per year. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Specialized experience is experience assisting with the planning, directing, and execution of all fleet management programs and operational functions. Such experience must include:

  • Planning and determining the appropriate vehicle needs and requirements for diverse customer agencies (e.g., lifecycle management, fleet optimization, and cost-efficiency strategies);
  • Building and maintaining strong relationships with stakeholders across various organizations (e.g., senior executives, acquisition partners, and external vendors) to support mission delivery and enterprise-wide outcomes;
  • Providing strategic direction and oversight into customer-facing fleet operations and services (e.g., performance management, service delivery metrics, and continuous process improvement initiatives);
  • Leading, mentoring, and/or managing diverse and multidisciplinary fleet management teams (e.g., setting performance expectations for the workforce, developing workforce capabilities for the team, and fostering a high-performance culture); AND
  • Managing large-scale fleet programs with national scope, including oversight of multiple locations, customers, or business lines.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

    1. Knowledge of fleet management program operations and activities, governing laws, regulations, methodologies and policies to provide technical guidance and assistance related to fleet strategies that optimize operational performance and cost control.
    2. Skill in written and oral communications to give clear and concise recommendations on customer support strategy, service enhancements and program adjustments to improve compliance, efficiency and customer satisfaction.
    3. Skill in developing and monitoring service performance standards, response times, accuracy of transactions and resolution of customer inquiries.
    4. Skill in collaborating across teams concerning fleet support services monitoring regulatory and policy developments ensuring compliance in all customer support operations to align resources, streamline workflows and ensure that requirements are addressed.
    5. Skill in overseeing and communicating performance measures and managing employee outputs to meet program objectives enhancing workforce capabilities and aligning personnel skills with evolving program needs.
