Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

  • You will review and evaluate contractor's condition reports and recommendations for additional work and provides rationale for approval or disapproval.
  • You will provide detailed cost estimates including labor, material and time, with all required supporting data for new work and modifications to original work specifications.
  • You will evaluate work performed by the contractor for compliance to applicable plans, specifications, and all contractual requirements.
  • You will assist in pre-award surveys to evaluate private contractor capability to perform the requirements of overhaul and repair contracts.
  • You will prepare written detailed discrepancy reports of instances of failure of the contractor's quality assurance/inspection processes.
  • You will perform inspection of government Alteration and Installation Team (AIT) installations and reports discrepancies to the proper government authority.
  • You will provide data/recommendations to the Quality Assurance Office for contractor performance evaluations (CPE) on all contracts administered.
  • You will participate in Design Reviews to ensure that productivity and maintainability are considered in developing the design approach as well as in the detailed drawings for implementing the design.
  • You will monitor material planning, ordering and delivery and assesses the impact on craft production, testing and delivery, and identifies problem related to the material control system.
  • You will evaluate contractor's production plan and production planning and control system for impact on the overall program plan with particular attention to man-hours, manpower utilization and schedules.
  • You will monitor and analyze contractor’s facilities, machinery, production methods and techniques, identifies problem areas which could result in delays, claims or inefficient performance, and recommend corrective action.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector planning and executing evaluations or surveillance of shipbuilding or ship repair contracts to determine and assure conformance of products and services to contractual and specification requirements.

FOR GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector evaluating and monitoring shipbuilding or ship repair contracts to assure conformance of products and services to contractual and specification requirements.

Education

For the GS-11 only: Education may be substituted for specialized experience as follows:

Completion of Ph.D. or equivalent doctoral degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)

3 full years of progressively higher level graduate education leading to such a degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
~OR~
LL.M., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
~OR~
A combination of experience and graduate education as described above that equates to one year of experience.
