Summary

The primary purpose of this position is to perform as the test and evaluation (T&E) engineering technical authority for the organization, portfolio or over multiple large programs; providing technical leadership, planning, analyzing, and reviews of portfolio and/or multiple program test and evaluation efforts.

Duties

  • Serves as the technical engineering test expert responsible for overall T/E efforts for the organization, major large programs or multiple programs.
  • Develops T/E strategies aligned with and supports the approved acquisition strategy, so that adequate, risk reducing information is provided to support management decisions.
  • Develops metrics and interprets analysis and results to ascertain needed changes or modifications to test and evaluation programs.
  • Serves as the senior engineering T/E consultant and technical authority to directorate functional leads and/or agency officials for overall T/E issues within organization or program portfolio.
  • Represents the organization in planning conferences, leads and evaluates reports, and conducts technical presentations for planning, implementation, and corrective action.

  • The employee must meet, or be capable of meeting, the Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of this position.
  • The employee is expected to meeting Continuing Acquisition Education requirements

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and competencies in the following areas:
1. Knowledge of a wide range of professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced multidisciplinary engineering theories and concepts to test and evaluation activities and advisory services.
2. Knowledge of advanced system/item development testing and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of test activities.
3. Knowledge of the principles of system engineering and program management to ensure system requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing tests and test results.
4. Knowledge of security guidelines, safety issues, and relevant government and industry standards, regulations, practices, and procedures.
5. Skill in negotiating and/or defending test results, test program concepts, and in communicating clearly, concisely, and with technical accuracy, both orally and in writing.
6. Ability to execute projects and/or studies within established financial and/or time constraints; to gather, assemble, analyze facts, form conclusions, devise and recommend solutions to problems; and work in a professional manner with peers, management, contractors, academia, and other agencies.

Additional Qualification Requirements:
  • The employee must have a Defense Acquisition Workforce Improvement Act (DAWIA) Test & Evaluation Practitioner (formerly Level II/III) certification
  • Must have experience with DT&E or OT&E test planning and execution in a test organization or in a program office supporting a Major Capability Acquisition or Middle Tier Acquisition.

Education

Must possess a Bachelor's Degree in Electrical Engineering, Electronics Engineering, or Computer Engineering from an institution with an ABET accredited engineering program.
