Summary

This is a National Guard Title 5 Excepted position for a GUIDANCE COUNSELOR, Position Description Number PDT5228000, and is part of the SC MILPO, South Carolina Army National Guard.

Duties

This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch. The purpose of the position is to provide a full range of general education and career development counseling and assistance to DoD civilians, military personnel and dependents of the command and attached organizations.

Work involves administering, supervising, promoting, coordinating, conducting, and evaluating programs, activities, or opportunities designed to provide individualized career-related or self-development education plans.

Qualifications

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration:
This position is open to All Areas.

Area 1: Current employees (Tenure 1 and 2 / internal to the Agency)
Area 2: All other applicants (external to the Agency)

GENERAL EXPERIENCE REQUIREMENTS: Degree.

SPECIALIZED EXPERIENCE REQUIREMENTS: 1 year equivalent to at least GS-7. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown in the table in the Group Coverage Qualification Standard for Professional and Scientific Positions for this series.


For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

Education

Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
