As a General Engineer, you will:

• Overseeing and managing complex DOE engineering projects, including designing, developing, implementing, and evaluating programs and initiatives, acting as a departmental contact, and preparing necessary documentation like budgets and statements of work.
• Providing expert technical guidance and recommendations, acting as an advisor and consultant to other engineers, staff, and management on unusual, difficult, or controversial technical engineering matters, offering expert opinions for planning, organizing, and implementing projects and processes.
• Conducting in-depth technical analysis, resolving major conflicts, unique issues, and engineering uncertainties by analyzing technical issues, requirements, and development efforts, considering variable data and rapid technological changes.
• Developing innovative solutions and implementing significant projects, creating advanced recommendations for programs and methods and leading projects crucial to DOE's mission, operating programs, and energy resource sustainability.
• Evaluating and applying new technologies and strategies, assessing and implementing new or improved technologies, strategies, and trends, and developing or collaborating on new standards, applications, and theories to enhance engineering programs' integrity, economy, quality, and effectiveness.
• Delivering presentations on program objectives and progress to professional audiences, attending meetings and conferences to stay current with developments, and representing the organizational unit in internal and external exchanges of information.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Leading and managing significant engineering projects involving complex technical challenges and diverse stakeholders. This includes demonstrating responsibility for project planning, execution, and evaluation, and making critical technical decisions to achieve project goals.
2. Analyzing and resolving highly intricate technical engineering problems, developing innovative solutions, and providing expert recommendations that significantly influence project direction or organizational strategy. This involves critically evaluating complex data, identifying underlying issues, and proposing effective courses of action.
3. Developing and communicating comprehensive technical reports, proposals, or strategic plans for engineering initiatives to a variety of audiences, adhering to established technical and regulatory standards. This reflects the ability to translate complex technical information into clear, actionable documents and presentations for both technical and non-technical stakeholders.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for General Engineer positions in the 0801 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
