Duties
This position is being advertised as an interdisciplinary Architect/Engineer position which means you may be placed into an Architect position or an Engineer position based on your educational background and/or qualifications. Please refer to the "Qualifications" section of this announcement for additional information.
The duties of this position include:
- Serves as a key liaison between internal and external entities to facilitate proper coordination and throughput of planning, architecture, and engineering projects and activities for the facilities and properties of the assigned AOC Jurisdiction.
- As a Program Manager and an Agency Level Project Manager (ALPM) oversees a program of projects requiring project management expertise and coordination from project concept stage through the construction documentation, construction, equipment installation, checkout, and client delivery.
- Acts as the Jurisdiction's main contact for scope, schedule, and budget concerns for projects. Provides timely and accurate responses to Jurisdiction representatives’ questions.
- Utilizes project management information system (PMIS) to gather, integrate, and disseminate information throughout the life of a project.
- Works with project managers to ensure arrangements are in place for timely and effective access to worksites by contractors. Coordinates and communicates with U.S. Capitol Police, Building Jurisdiction Directors, affected Congressional Staff members, and all other affected entities so they are fully informed of project requirements and expectations.
- Follows all relevant safety rules, regulations, and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure project team’s use of any required Personal Protective Equipment (PPE).
- Serves as Contracting Officer's Representative (COR). During the study and design phases of project development, reviews plans, specifications, and cost estimates for technical adequacy. During the construction phase, assists contractors in interpreting technical requirements; recommends changes in contract terms to the Contracting Officer; monitors and evaluates contractor performance; reviews contractor invoices; recommends corrective actions; and inspects and accepts contract deliverables. Reviews progress schedules. Assesses compliance with technical documents during the course of facility construction. Reports progress and/or problems. Confirms conformance to plans, specifications, codes, standards, engineering best practices, and customer requirements.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.
Specialized experience for this position is defined as the following:
- Program and Project Management: Manages program of projects to include significant phases of projects supporting major jurisdiction-wide renovations and construction. Plans, guides, and coordinates the work of subordinate and matrixed resources engaged in accomplishing project objectives.
- Communication and Reporting: Proficiency in speaking and writing skills. Leads, coordinates, and facilitates monthly meetings with Jurisdiction leadership representatives and agency SMEs where project status, issues, lessons learned, and concerns are discussed. Organizes additional meetings with the assigned jurisdiction regarding project status, planning, budget, etc., as needed.
- Technical Guidance: Conducts studies to develop standards for projects and to address situations encountered during field inspections. Provides guidance, technical advice, and consultation to jurisdiction leadership, specialists within the Office of Chief Engineer and lower-grade employees in the performance of related assignments.
Education
For Engineers:
This position requires a Bachelor’s Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum
OR
A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.
For Architects:
This position requires a Bachelor’s Degree from an accredited college or university in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
- Related Curriculum: Degree in architectural engineering may be accepted.
- Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
Special Instructions for Foreign Education:
Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
