This position is being advertised as an interdisciplinary General Engineer/Architect which means you may be placed into an Engineer position or an Architect position based on your educational background and/or qualifications. Major duties include:
Provides project management expertise and coordination from project conceptual stage through the design and construction, equipment installation, commissioning and post occupancy evaluation with limited supervision.
Manages significant phases of projects. Plans, guides, and coordinates the work of subordinate and matrix resources engaged in accomplishing project objectives. Performs periodic review and analysis to assess status and progress toward meeting project goals.
Analyzes all engineering and/or architectural elements for short and long-term special projects. Evaluates implementation of new systems and technological capabilities.
Provides technical design and management guidance for professional Architect/Engineer firms. Ensures compatibility between programmed functional space, technical requirements and budgeted costs. Updates appropriate data base with current information.
Coordinates schedules with Jurisdiction program managers to update them on project status. Provides information for dissemination to stakeholders to provide updates during the course of project operations. Provides advice in pre-bid and pre-construction conferences regarding construction methods and equipment.
Ensures arrangements are in place for timely and effective access to worksites by contractors.
Serves as Contracting Officer's Technical Representative (COTR) for design task orders. Prior to project performance, reviews plans, designs, specifications, and cost estimates for technical adequacy. During project performance, assists contractors in interpreting technical requirements; recommends changes in contract terms to the Contracting Officer; monitors and evaluates contractor performance; reviews contractor invoices; recommends corrective actions; and inspects and accepts contract deliverables. Reviews progress schedules. Assesses compliance with technical documents during the course of facility construction. Reports progress and/or problems. Ensures conformance to plans, specifications, codes, standards, engineering best practices, and customer requirements.
Investigates and reports on matters of concern with contractors which may lead to formal claims by the contractor. Such matters may include contract changes, labor issues, unfavorable weather, or stakeholder scheduling priorities.
Works with design consultants, project managers, construction contractors and Jurisdiction officials to resolves problems or conflicts impeding progress. Works with Contracting Officer to negotiate contract specification and design changes with Jurisdiction representatives, consultants, and contractors. Investigates requests for contract change orders. Considers work site conditions, field measurements and computations, and local labor rates. Provides advice and assistance to construction project managers in determining costs for changes required. Computes periodic payments to contractors based on review of contractors' cost breakdowns, progress data, materials and equipment used, and survey reports.
Provides guidance, technical advice, and consultation on project administration. Contributes to the resolution of technical difficulties that are amenable to changes in approach, criteria, or requirements. Conducts studies to develop criteria for situations encountered during field inspections.
Facilitates the resolution of project related issues and concerns that arise at the Jurisdiction Superintendent level. Provides leadership of the project scope, schedule, and budget concerns. Provides timely and accurate responses to Jurisdiction representatives’ questions. Helps prioritize Jurisdiction's work.
Develops or reviews overall specifications and costs for construction projects. Reports progress or problems. Schedules and conducts internal team A/E meetings. Follows best practices procedures.
