The position is in the Office of Railroad Development (RRD), Federal Railroad Administration (FRA). The incumbent provides engineering services, and program management and technical guidance in matters concerning the implementation of passenger and freight rail projects. The work requires the incumbent to apply engineering judgment and principles as well as project management and administrative skills to perform engineering studies and operations oversight.

Duties
As a General Engineer, you will:
- Apply engineering judgment and principles; project management and administrative skills; to complex and advanced engineering studies and operations oversight of projects funded by grants or loans; including progress reviews, site visits, and managing oversight contractors.
- Review and comments on engineering documentation detailing project scope, schedule, and budgets; including analysis of engineering reports and design drawings for railroad track, structures, stations, and vehicles.
- Assess and builds upon the project management capacity of grantees and potential grantees to ensure successful implementation of projects and programs, including the identification and deployment of best practices in railroad engineering, operations, and project planning and development from across the industry and internationally.
- Conduct review and oversight of Amtrak, State and railroad capital planning and implementation, including state-of-good repair, capacity improvement, station, and service enhancement projects.
- Participate in related conferences, workshops, and research efforts to provide technical assistance to recipients and potential recipients of Federal financial assistance, including training, one-on-one support, site visits, project reviews and other communications tools.
The ideal candidate for this position has experience in project management and can provide technical guidance on engineering matters related to passenger rail or transportation projects. The candidate is a professional who is comfortable in a fast-paced work environment with regular interactions with leadership; sound judgment, discretion, attention to detail, and sensitivity to protocol, deadlines and timetables; possesses a strong work ethic, strong logic and reasoning skills and a demonstrated ability to accurately interpret literal and thematic subject matter.

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
- RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
- REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
- TELEWORK ELIGIBILITY: If selected for a non-remote position, you may be eligible for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education and/or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
- Applying engineering principles, knowledge, and practices to complete assigned project tasks.
- Experience in planning, design, or construction of transportation project features (such as track configuration, highway/railroad crossings and bridges) in accordance with engineering design and construction standards, principles, and methods.
- Experience preparing, presenting, and evaluating plans, reports, and correspondence.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
- Experience in planning, design, or construction of transportation project features (such as track configuration, highway/railroad crossings and bridges) in accordance with engineering design and construction standards, principles, and methods.
- Experience preparing, presenting, and evaluating plans, reports, and correspondence.
- Reviewing and commenting on engineering documentation detailing project scope, schedule, and budgets.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
- Providing Engineering advisory services involving planning, design, operation, and assessment of transportation projects
- Applying engineering judgment and principles and administrative skills to plan, coordinate, and carry out transportation projects.
- Designing, implementing and managing engineering projects or significant tasks of major engineering projects.
You cannot qualify on education at the GS-13 level; you must have experience.
To qualify for the GS-14 on Experience, you must have at least one year of experience equal or equivalent to the GS-13 it must include:
- Identifying and developing policies and procedures for an organization that provides technical services.
- Designing, implementing, and managing major engineering projects.
- Resolving engineering, planning, or operational issues of transportation infrastructure design or construction
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- General Engineering - Knowledge of the concepts, principles, and theories of engineering and their practical applications.
- Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Education
MANDATORY EDUCATION REQUIREMENTS:
A. Degree: Engineering To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).
