Summary

The incumbent serves as a General Engineer (Medical Automated Transport Engineer), within the Department of Veterans Affairs (DVA), Office of Construction & Facilities Management (CFM), Consulting Support Service (CSS), which has primary responsibility for architectural, engineering, and risk management services to all VA facilities. CSS maintains experts in engineering, architectural and provides consulting services to resolve the technical facility problems and offers options to facilities.

Duties

CSS supports all components of VA nationwide including professionals within CFM, including but not limited to, providing support on building project design issues, subject matter expertise in all matters pertaining to VA's major design and construction programs, and serving as VA's authoritative source for advice on issues at existing VA Medical Centers. The incumbent also serves as the Departmental expert in all areas related to code compliance, construction issues, and building commissioning requirements.

Engineering and Architectural expertise covers architectural, mechanical, plumbing, electrical, fire & safety, automated transport, structural/seismic systems, and other specialty expertise.

Medical Automated transport systems include various conveyances systems such as material delivery systems within medical facilities, automated guided vehicles (AGVs), autonomous mobile robots (AMRs), pneumatic tube systems (PTS), pneumatic chute systems (PCS), as well as elevators/vertical lifts, escalators, and moving walkways.

The major duties and responsibilities include, but are not limited to:

  • Contacting Veterans Integrated Service Networks (VISN)/Medical Center personnel to discuss problems and situation with various automated transport systems.
  • Conducting field visits to meet with the medical center executives and engineering personnel to determine the expectations of the client.
  • Reviewing documented performance problems and provide on-site testing and evaluation of existing systems.
  • Assisting with the evaluation of A/E consultant qualifications to perform the work.
  • Meeting with private sector contractors, architectural and engineering consultants to explain technical findings and items pertaining to elevator and other automated systems certification and safety requirements.
  • Reviewing the technical aspects of design manuals, standards, and specifications to ensure all guides reflect current VA standards for Medical Automated Transport Systems.
  • Develop and present written and oral reports and briefings on a variety of complex automated transport systems issues and problems.
  • Participating in post occupancy evaluation of the facility to determine the validity and efficiency of present and applications and investigating means of improving future designs.
  • Providing guidance and implementing policy directives on medical automated transport systems issues in support of VA's Construction Program.
  • Reviewing submittals and provides authoritative interpretation on governing codes and safety issues to meet certification standards.
  • Keeping up to date on state-of-the-art equipment, changes in standards, codes, and requirements.
  • Develop and conduct training sessions to various project stakeholder groups to communicate developments in automated transport systems and evolving requirements.
  • Act as the Design Support Team (DST) lead, chairing a team of SMEs reviewing VA Major Construction project design documents for compliance with codes, standards, and VA requirements.
  • Obtain and maintain knowledge in Medical Transportation and Logistics Delivery systems such as material delivery equipment, automated guided vehicles (AGVs), autonomous mobile robots (AMRs), pneumatic tube systems (PTS), elevators/vertical lifts, escalators, and moving walkways.

Qualifications

You must possess at least one (1) year of specialized experience as described below:

GS-14 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-14 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in Federal Service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience include: Senior subject matter expert (SME) in Medical Automated Transport systems (i.e., automated guided vehicles (AGVs), autonomous mobile robots (AMRs), pneumatic tube systems (PTS), pneumatic chute systems (PCS), as well as elevators/vertical lifts, escalators, and moving walkways) documents prepared by Medical Transport and Logistics (MTL), and elevator systems; comprehensive knowledge of building logistics, materials management, patient transport requirements, and material movement in hospitals and healthcare settings; designing and evaluating existing Medical Automated Transport systems as well as elevators/vertical lifts, escalators, and moving walkways; reviewing and commenting on AE design documents; reviewing contractor submittals and RFIs, and providing authoritative interpretation on governing codes and safety issues to meet certification standards; developing guidance and implementing policy directives on Medical Automated Transport systems issues in support of owner's Construction Program; developing and conducting training sessions to various project stakeholder groups. A. Degree:
Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience.
college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
