Job Description (Please follow all instructions carefully)

Summary

This position is located at the Navy Golf Course, U.S. Naval Air Facility, Atsugi, Japan. The Golf Course Manager provides services for military golfers, both active duty and retired, and their guests. Additionally, service is provided to Department of Defense Civilian employees and their dependents. Master Labor Contract employees and members of the Japan Maritime Self Defense Force.

Duties

  • Ensures that all departments are functioning in accordance with applicable DOD, DON, USFJ, and NAF Atsugi regulations and procedures.
  • Implements policy, procedures and instructions in the management of the NAF Atsugi Golf Course.
  • Exercises full supervisory responsibilities over subordinate program managers.
  • Directs work, approves schedules, prepares evaluations, develops training program, approves leave and resolves grievances.
  • Takes or recommends disciplinary action and supports and implements the provisions of the EEO program.
  • Conducts on-site reviews of the designated program areas with respect to overall MWR goals, objectives and financial performance.
  • Monitors programs on a regular basis and initiates corrective action.
  • Provides analysis based on review of findings, management reports, financial evaluations, service and private sector comparisons, and interpretation of related subject matter including facilities, equipment, funds management, sources of supply, personnel standards, training, instructions, and standard operating procedures.
  • Develops, prioritizes and executes program budgets within the areas of responsibility.
  • Prepares and submits annual budget to following general direction on preparation provided by higher authority.
  • Monitors variances of budget and recommends changes as necessary.
  • Review profit and loss monthly statements and provide response as needed.
  • Responsible for technical golf course conditions including, but not limited to, tees, fairways, greens, sand traps, roughs, landscaping, structures (buildings, fences, bridges, golf cart paths and pads, roads, parking lots and shelters), irrigation systems, equipment, personnel, and material records.
  • Supervises the maintenance, repair and daily preparation for play of course, which is maintained 12 months a year.
  • Supervises the maintenance of the driving and chipping practice areas.
  • Determines appropriate applications of fertilizer, pesticides and worn turf areas as is determined to be appropriate.
  • Ensures that proper equipment is available, through purchase or rental, to maintain all turf areas.
  • Develops and implements a preventive maintenance (PM) program for MWR-owned equipment.
  • Responsible for all merchandise sales, including pricing promotion of sales, display of merchandise, stock levels and the appropriate staffing.
  • Ensures that all transactions within the professional shop, e.g. sale of merchandise; payments for services including dues and green fees, rental of golf cars and pull carts, as well as club repair and storage are properly accounted and documented.
  • Follows local and higher headquarters guidance on COGs and patrons eligible to purchase goods.
  • Responsible for the accomplishment of proper inventories in accordance with prescribed policies and regulations.
  • Constantly maintains the highest degree of cleanliness and sanitation of assigned facilities.
  • Ensure that sanitation principles are maintained to Navy standards.
  • Take immediate action to correct any noted discrepancies.
  • Ensures that all Pro Shop food equipment is inspected to meet fire, safety, and sanitation requirements.
  • Continually evaluates the effectiveness of ongoing golf activities from the standpoint of participant response, resources and financial objectives.
  • Reassesses program activities in terms of whether optimum use is being made of recreational opportunities involved and from the standpoint of whether additional golf activities would promote greater contribution to the military recreational program.
  • Conducts golf clinics, gives golf lessons and/or ensures that personnel giving golf lessons are qualified and adhere to prescribed procedures.
  • Control the scheduling of special tournaments and weekly play.
  • Develops, maintains, plans and supervises the professional golf services and professional shop operations.
  • Plans, conducts and coordinates the promotion of all MWR golf tournaments.
  • Participates in local, command and USGA golf tournaments as a play advisor to enhance the position of the Golf Course.
  • Liaison to F&B division on daily restaurant specials, business tracking, scheduling of staff, procurement of goods in accordance with par levels and established direction, par inventory levels, sanitation and cleanliness of all areas, speed of service and food quality, internal transfers, food preparation for catered events, development of new menu items and monthly inventories.
  • Ensures that restaurant is operated in accordance with CNIC and Navy guidelines to include: cost of goods and financial performance.
  • Performs other duties as assigned.

Requirements

Conditions of Employment

  • Must be able to complete and pass a National Agency Check with Inquiries (T1) background investigation.

Qualifications

  • Must possess professional knowledge of operations, retail, maintenance, and design of golf courses
  • Active "Class A" member of the Professional Golfer's Association is preferred
  • Knowledge of planning, budgeting, scheduling, and coordinating of food and beverage, social, and recreational program offerings.
  • Knowledge of quality food and beverage menu development, sanitary preparation, presentation, and storage.
  • Experience in design and daily maintenance of a golf course.
  • Knowlege of pertinent safety, occupational health, and environmental regulations, to include matters relating to chemicals, spray, and other agents.
  • Knowledge of NAF personnel, financial, and procurement policies and procedures preferred.
  • Must be able communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
  • Must possess a thorough and working knowledge of Navy MWR automated systems, financial and procurement procedures, and policies.
  • Ability to supervise NAF and local national employees, exercise sound business skills and to provide positive personnel management.
