Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a HEALTH TECHNICIAN (Title 32 Indef), Position Description Number D1724000 and is part of the AR ANG 189 MEG GP, National Guard.

(1) Arkansas Air National Guard (AR ANG) Technicians; (2) All members of the AR ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Air National Guard).

Duties

(1) Develops plans, procedures, goals and objectives in support of the Aerospace Medicine and Force Health Management Programs using an extensive knowledge of Department of Defense (DOD), Occupational Safety Health Administration (OSHA), United States Air Force (USAF) and Air National Guard (ANG) directives, policies and standards.
(2) Implements and maintains the information management systems utilized for aerospace medicine and force health protection programs. Systems include preventive health assessment (PHA) and individual medical readiness (PIMR), Aero medical Information Management Waiver Tracking System (AIMWTS), Physical Exam Processing Program (PEPP), Grounding Management Information System (GMIS) and other related programs. Compiles and completes various special and recurring reports utilizing these systems. Functions as the health systems program administrator. Identifies, develops and implements training programs which support mission essential aerospace medicine and force health management requirements.
(3) Administers the Physical Examinations and Standards (PES) program and serves as a medical expert on related issues. Develops procedures to evaluate the effectiveness of the PES program and implements processes to ensure individual medical readiness and deployability.
(4) Manages the Reserve Component Periodic Health Assessment (RCPHA) program. Reviews military unique individual readiness requirements. Identifies documents and ensures member is notified of abnormal laboratory or diagnostic results. Tracks PIMR and reports noncompliance information to leadership. the Medical Group customer service expert. Addresses complex issues using independent judgment. Provides technical medical assistance to medical inquiries and responds to inquiry by researching, compiling information, generating response and providing information through written correspondence, telephone, electronic or in-person response.
(6) Monitors the medical status of military personnel. Identifies and profiles personnel with medical conditions impacting duty performance or assignment restriction. Reviews and validates profiles disqualified for worldwide duty. Notifies and advises commanders, supervisors and unit deployment managers when a member's medical/dental condition or duty restriction affects deployable status.
(7) Determines the need for and initiates Medical Evaluation Board (MEB) actions for duty related medical conditions. Coordinates, prepares and/or processes MEB with active duty facility. Serves as the primary local interface with the Military Personnel Flight (MPF) for MEB/Physical Evaluation Board (PEB) process, issues, and concerns.

(8) Determines the need for and initiates worldwide duty evaluations for non-duty related actions. Coordinates, prepares and/or processes actions for higher headquarters review. Advises individuals and commanders on appropriate procedures and responsibilities. Coordinates with civilian providers for required medical tests/studies. Develops and maintains waiver tracking system.
(9) Administers policies and develops procedures for the flight medicine and grounding management programs, which directly affect flying safety and mission readiness. Assesses abnormal medical findings in flying and special operations personnel, and initiates grounding actions in accordance with directives and local policies. Maintains direct and frequent communication with the flight surgeon and the flying unit on status of grounding actions and return to flying duties to maintain the highest state of aircrew readiness.

(10) Manages administrative and automated orders system. Prepares, revokes, amends, reproduces, and distributes logs and maintains orders for all Medical Group personnel.

(11) Provides prescreening for medical/dental/mental health and evaluation of personnel eligibility for deployment. Reviews preventative health assessment (PHA) and individual medical readiness (PIMR) data and health/dental records to determine medical deployability. Schedules members to complete any medical requirement that is necessary to meet and maintain eligibility for deployment status.

(12) Performs quality assurance studies on medical issues such as: patient satisfaction surveys, review of medical records for content and structure, reviews laboratory results for validity and application, and generates readiness reports for commander review.

(13) Administers the medical records program and acts as the medical records custodian. Prepares, safeguards, and maintains medical and dental records. Reviews records for security clearances and special duty assignments. Reviews incoming records and performs administrative quality assurance checks to ensure that the record contains accurate and complete data in accordance with current directives.

(14) Must possess a working knowledge of other DOD component medical requirements.

(15) Performs additional duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard Air Force Specialty Code (AFSC) 4A0X1. Must become compatible in the AFSC within 12 months of appointment. Must possess or be able to obtain a Secret Security Clearance. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Maximum Military Grade: NTE E-8/SMSgt

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Experiences gained through military technical AFSC training schools.

SPECIALIZED EXPERIENCE:
Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Must have at least 12 months of experiences in performing public health program work and managing public health activities. Experienced in functions such as, routine food safety and defense inspection; sanitary evaluations; communicable disease control and disease intervention; occupational health; force health management activities, PHA cell, medical entomology programs and public health medical readiness programs. Knowledge is mandatory of basic biological and physical sciences; preventive medicine; fundamentals of microbiology; chemistry; anatomy; physiology; and pathology of the human body; terminology; limited paraprofessional examinations; medical entomology programs; food science and technology; food handler training; food and water safety and defense principles; food inspection; laboratory procedures; sanitary evaluations; public facility sanitation; prevention and control of foodborne; water-borne; and vector-borne diseases; communicable disease prevention and control; epidemiology; occupational health (including hearing conservation); medical readiness (including medical intelligence, deployment processing, and deployment surveillance); personnel management and administration; medical service organization and function; basic medical information management (including database management) and written and oral communication.

Education

Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.

This position exceeds factor level 1-4 which requires knowledge of, and skill in applying, an extensive body of rules, procedures, and operations such as: well-established medical records procedures, regulations, and principles; Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards and medical records classification systems and references; elementary practical anatomy and physiology, medical techniques, and major disease processes, diagnoses, procedures, tests, pharmaceuticals operations, psychological, and other specialized terms; and computerized data entry and retrieval systems sufficient to: analyze medical records, maintain special registries, perform quality assurance, compile statistical data, and release medical information; code diagnostic and operative/procedural information; collect and organize data for statistical reports, audits, and/or research projects; and extract data for statistical and other reports.

The position exceeds factor level 2-2 wherein the supervisor makes assignments by giving general instructions regarding the purpose of the assignments, limitations, expected deadlines, priorities, quality and quantity expected; and provides additional specific instructions for new or difficult assignments.

Factor level 2-3 is fully met by this position where the supervisor makes assignments by outlining issues, defining objectives, priorities, and deadlines and providing assistance with unusual assignments that do not have clear precedents.

Factor level 3-2 is exceeded by this position where the employee uses a number of procedural and regulatory guidelines that specifically cover the assigned work. The employee uses judgment to identify and select, from a number of similar guidelines and work situations, the most appropriate guidelines, references, and procedures to apply when making minor deviations or adapting guidelines to specific cases; and refers situations that do not readily fit instructions or other applicable guidelines to the supervisor.

This position exceeds factor level 4-2 where work consists of related steps and processes or standard explanations. At this level, the employee decides what needs to be done and chooses a course of action from a few recognizable alternatives and options that require recognition of and differences among a few easily recognizable alternatives.
