Summary

THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)

This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number NGT5036P01.

Duties

This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this position is to perform employee benefit and retirement advisory services for either Army (ARNG) or Air National Guard (ANG) organizations and the full-time workforce within the State.

Duties

  • Provides counseling to management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options. Researches and interprets appropriate regulations to provide advice to employees concerning reinstatement of insurance, conversion of life insurance and features of the programs and options associated with retirement.
  • Assists in administering programs such as the Mass Transit, Reasonable Accommodations (RA), Telework, Uniformed Services Employment and Reemployment Act, military, or civilian deposits for CSRS/FERS, disability benefits, Light Duty Program, and Workers Compensation Program. Develop and process termination memorandums. Compose termination memorandums (30-day notice) in compliance with formats contained in the correspondence regulation for non-retention, mandatory removal date (MRD), mandatory separation date (MSD), medical disqualification, age 60, etc.
  • Provides technical advice on flexibilities and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, Disabled Veterans Leave, Advanced Leave, Compensatory Time, Leave Without Pay, Absence Without Leave, Presidential Leave, Court Leave, and Military Leave. Provides technical advice on the use of the Family and Medical Leave Act, Paid Parental Leave, and Voluntary Leave Transfer Program.
  • Determines type of separation and completion of eOPF maintenance for documents. Maintains a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees.
  • Interprets guidance and regulations to provide advice to management and employees on pay schedule adjustments, severance pay, back pay, debts, and compensation. Process donated leave requests within the State.
Performs other duties as assigned.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
  • Participation in direct deposit is mandatory.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Superior Qualifications or Special Needs Pay Setting Must be requested through the selecting official and must be coordinated prior to acceptance of official offer.
  • 3R Incentive MAY be authorized (recruitment and relocation)
  • Must have knowledge/experience with DCPDS.

SPECIALIZED EXPERIENCE is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. 1-year specialized experience must be equivalent to at least the next lower grade.
