Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY), T5861000(GS-07) and is part of the Oregon National Guard 173rd Fighter Wing, National Guard.

Duties

As a HR SPEC (INFORMATION SYSTEMS/MILITARY), GS-0201-7, this position is located at the Military Personnel Flight (MPF), Force Support Squadron (FSS), Mission Support Group at an Air National Guard (ANG) Wing. Serves as the Human Resources Specialist (Information Systems/Military) performing developmental assignments leading to full performance T5877000, Human Resources Specialist (Information Systems/Military), GS-0201-09 or full performance T5858000, Human Resources Specialist (Information Systems/Military), GS-0201-11. All training must be completed, and regulatory requirements met prior to non-competitive promotion.

1. Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established, and several specific guidelines exist. Work assignments consisting of a series of specific and related tasks have been selected to orient the employee in practical application of basic occupational principals, concepts, and techniques. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded employee. (40%)

2. Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The incumbent is responsible for locating and selecting the most appropriate guidelines and procedures for application, and making minor deviations, problems, and unfamiliar situation to the supervisor for assistance. (30%)

3. Assists a higher graded specialist in planning, administering, and troubleshooting the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions. Provide training on utilization of the different components of the Military Personnel Data System (MILPDS). Assists in providing technical guidance regarding the overall scope of the MILPDS and interfacing systems to identify and solve personnel system related problems, which could inhibit or prevent a high state of readiness. (30%)

4. Performs other related duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless approved in advance by the TAG.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications

AREAS OF CONSIDERATION:
Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard
Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)

GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
Must have at least 1-year specialized experience must be equivalent to at least the next lower grade. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Education

To qualify at the GS-07 grade on education alone, you must meet the following requirements:

1 full year of graduate level education
or
superior academic achievement
or
equivalent graduate degree
