Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (LABOR REL), Position Description Number T5031000 and is part of the HUMAN RESOURCES OFFICE- ARMY, National Guard.

This vacancy does not meet the criteria for appointment of annuitants.

Duties

As a HR SPEC (Labor Rel), GS-0201-11 you will provide comprehensive labor relations, adverse action and disciplinary services. Accomplishes some of the work through the use of an automated personnel system.

  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Qualifications

SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-9. Must have 12 months experience applying a full range of labor relations theories, principles, methods, precedents, case law and negotiation processes and strategies to serve as the technical authority on all aspects of the state labor relations program to provide comprehensive management advisory services and to negotiate agreements between management and labor unions. Must have experience in negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem-solving approaches sufficient to resolve problems and advise management. Experience that provides ability to serve as participating member, or advisor to the management negotiating team(s) providing advice for developing management proposals, negotiating strategies, and when the union's proposals may be non-negotiable under federal law and regulations. a wide range of Human Resources (HR) case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations. Assists managers and supervisors in informally resolving disputes with union officials concerning the interpretation and/or application of the agreement. Meets with union representatives during the life of the contract to negotiate impact of new programs and policies, reductions-in-force, etc. Advises all levels of management to include The Adjutant General, Assistant Adjutant General, Chief of Staff, Air Commander, ANG Group Commanders, and ARNG Directorate technicians relative to appropriate procedures to follow.

Education

Additional Conditions of Employment: This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

You must submit an SF-50(s) that shows permanent career or career conditional tenure to be considered (No award SF-50 will be accepted). Your last Federal performance appraisal plan must reflect a rating of Fully Successful or equivalent.

3. If you are claiming ICTAP eligibility you will be required to submit supporting documentation to validate your claim of ICTAP eligibility such as a Reduction in Force (RIF) separation notice or a Proposed Removal/Separation notice and a copy of your latest Notification of Personnel Action, Standard Form 50.

4. If you are claiming Veterans Preference you will be required to submit supporting documentation at the time of application to validate your claim of Veterans Preference eligibility such as SF 15 or DD 214.

5. Member 4 copy of DD214 (if claiming veterans preference). SF15 or supporting documentation listed on the SF15 (if claiming 10 points veterans preference). In addition, if claiming a compensable service- connected disability of 10% or more, you must submit a VA letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable).
