Duties
Serves as a Senior Human Resources Specialist providing authoritative advisory services in classification, position management, pay administration, recruitment, and placement.
Provides authoritative operational Human Resources advisory services across multiple HR functions, including classification, position management, pay administration, recruitment, and placement for assigned organizations.
Advises managers and supervisors on complex and sensitive HR issues, providing interpretation of federal HR policies, regulations, and program requirements. Counsels employees on HR procedures and program eligibility.
Prepares Delegated Examining (DE) and Merit Promotion vacancy announcements, conducts job analyses, develops assessment tools, and ensures staffing actions comply with federal hiring authorities, merit system principles, and regulatory requirements.
Performs full performance classification duties, including evaluating a broad range of positions; determining the appropriate title, series, pay plan, and grade; and recommending organizational structures that support mission requirements.
Conducts desk audits, prepares comprehensive narrative evaluation statements, and independently resolves complex classification and position management issues, collaborating with management officials when organizational changes or structural impacts are involved.
Serves as a senior consultant to supervisors, managers, and HR specialists, providing expert guidance for developing strategies and solutions to complex or sensitive human resources challenges.
Partners with management to assess workforce needs; develops short- and long-term recruitment strategies; and implements targeted approaches to attract well qualified candidates.
Conducts program analyses and assists in developing, revising, and implementing recruitment and placement policies, standards, and procedures to improve HR service delivery and ensure regulatory compliance.
Develops, interprets, and analyzes HR system data extracts and reports; identifies key workforce trends and metrics; and presents analytical findings to senior leadership to support strategic human capital decision-making.
Serves as the Delegated Examining Manager and maintains current DE certification required to conduct and oversee competitive examining activities.
