This Merit Promotion position is open to Current Federal Employees and Former Federal Employees with permanent status or reinstatement eligibility. Duties

The incumbent of this position serves as a Human Resources (HR) Specialist in the Recruitment, Outreach, and Employee Benefits Division, Office of Human Capital (OHC), Office of the Chairman, Export-Import Bank of the United States. The Office of Human Capital (OHC) provides leadership and direction in the formulation and implementation of human capital policies, programs, and systems to promote efficient and effective federal workforce management. OHC provides operational support and oversight for the full lifecycle of employment for employees of the EXIM.

At the full performance level, duties include, but are not limited to:

  • Serves as a Human Resources Specialist (Recruitment & Placement) for Office of Human Capital (OHC). Work closely with assigned areas to conduct job analyses, develops qualification rating factors, determines appropriate rating and ranking selective factors, and develops crediting plans to assess varying degrees of job qualifications on a wide variety of complex positions; with hiring officials, develops various necessary staffing and recruitment tools, including job analysis and crediting plans.
  • Prepares and completes vacancy announcements and assessments in a hiring database, such as USA Staffing or another online database e.g. Quickhire, Monster, or newly developed automated hiring tools etc..
  • Certifies candidate selections to adhere to established Office of Personnel Management (OPM) Qualification Standards.
  • Performs internal and external recruitment and placement actions such as appointments, promotions, reassignments, change-to-lower grades, and position changes for the most difficult and complex organizations which may include positions from various divisions, various duty locations, and/or unique or unusual pay systems. Ensures all HR functions are done in accordance with regulations.
  • Ensures HR staffing and recruitment work completed by human resources professionals adhere to and comply with Title V laws, OPM regulations, Delegated Examining Procedures, GAO supplementals, and other applicable Federal HR guidelines.
  • Prepares and completes necessary requirements for Merit Promotion Case Files, following OPM guidelines.
  • Ensures that all documents are included within those case files and fully supports management and HR decisions.
  • Responsible for overseeing the proper placement of internal and external hiring selections to include pay administration and personnel action processing; ensuring personnel actions (SF-52/SF-50) are properly coded, pay is entered properly, proper remark and follow-up codes are entered, and all supporting documentation is present.
  • Provides authoritative advice to management officials on recruitment sources, develops strategies to ensure maximum results to staffing requirements.
  • Explains regulations and procedures to program managers/supervisors, employees, and applicants.
  • Advises managers and supervisors on merit system principles and prohibited personnel practices, complex staffing requirements, resources, and problems.

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

Specialized Experience GS-12: One year of specialized experience equivalent to the GS-11 level in the Federal or other equivalent pay system that has equipped you to perform the major duties of this position. This specialized experience includes:

  • Experience conducting job analyses, preparing vacancy announcements, and developing and administering assessment tools within an automated recruitment system to identify and evaluate the best-qualified candidates for Federal positions;
  • Experience interpreting and applying human resources staffing and recruitment principles, laws, regulations, and agency policies to accurately code, process, and track a wide variety of personnel actions-including accessions, promotions, and reassignments-within an automated HR system for Federal civilian employees; AND
  • Experience serving as an HR Liaison to hiring managers to identify recruitment and staffing needs, develop recruitment strategies, and manage competitive and noncompetitive staffing actions in accordance with established HR laws, policies, and procedures.
Specialized Experience GS-13: One year of specialized experience equivalent to the GS-12 level in the Federal or other equivalent pay system that has equipped you to perform the major duties of this position. This specialized experience includes:
  • Experience conducting job analyses, preparing vacancy announcements, and developing and administering assessment tools within an automated recruitment system to identify and evaluate the best-qualified candidates for Federal positions;
  • Experience interpreting and applying human resources staffing and recruitment principles, laws, regulations, and agency policies to accurately code, process, and track a wide variety of personnel actions-including accessions, promotions, and reassignments-within an automated HR system for Federal civilian employees;
  • Experience serving as an HR Liaison to hiring managers to identify recruitment and staffing needs, develop recruitment strategies, and manage competitive and noncompetitive staffing actions in accordance with established HR laws, policies, and procedures; AND
  • Experience independently providing authoritative consultation and advisory services to senior management on complex, sensitive, or potentially controversial staffing matters, including interpretation and application of merit system principles, veterans' preference, and federal HR laws, regulations, and policy.
Education cannot be substituted for experience at the GS-12/13 grade level.
