This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), Position Description Number T5808600 and is part of the IL MILPO, National Guard.

About the Position: This is an open continuous announcement. Initial pull will be 15 August 2024. Recruitment will continue through the announcement closing date until the position is filled.

Duties

As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), GS-0203-7, you will serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons.

Major Duties - This is NOT an all-inclusive list:

  • Perform complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, pay and administrative review have been completed.
  • Ensure that regulatory requirements related to the specific action are met.
  • Identify gaps or inconsistencies in the record and initiates action or interviews personnel to obtain needed data.
  • Performs personnel and administrative actions related to deployment manning documents and administrative medical processing.
  • Research and obtain all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.
  • Draft or prepare related correspondence for appropriate signature and enters data in automated systems, as needed.
  • Manage data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings and compiling statistical data for projected FY requirements.
  • Process tax refund for reenlistment bonus for Soldier in Combat Zone (CZ) or Qualified Hazardous Duty Area (QHDA).
  • Provide support to maintain a variety of automated systems and interfaces used to manage service members both locally and statewide.
  • Review transaction reports from previous days inputs for errors, corrects inaccurate data, and resubmits transaction for update to Defense Finance and Accounting Service (DFAS) and local databases.
  • Conduct formal and informal systema and functional training.
  • Participate in unit Soldier Readiness Processing (SRP), and in organizational inspection program.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designate as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.

Qualifications

GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled; experience using computer and automation system.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

SPECIALIZED EXPERIENCE: GS-07 Level MUST possess at least 12 months at the GS-06 level that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, such as, providing administrative support, type military and non-military correspondence, and edit documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
