This National Guard position is for a HUMAN RESOURCES ASSISTANT (TITLE 5), Position Description Number T5093000 and is part of the IL HRO AR, National Guard.

About the Position: This is an open continuous announcement. Initial pull will be 23 October 2024. Recruitment will continue through the announcement closing date until the position is filled.

Duties

As a HUMAN RESOURCES ASSISTANT (TITLE 5), GS-0303-7, you will provide limited technical assistance to Human Resources Specialists within the office and to managers, supervisors, and technicians of the serviced organization for a wide range of human resources matters. Performs work in two or more of the following human resource specialties.

Major Duties - This is NOT an all-inclusive list:

  • Process a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards.
  • Knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations.
  • Provide technical assistance in the area of recruitment and placement.
  • Advise and provide procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment.
  • Review and verify information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness.
  • Prepare and distribute vacancy announcements.
  • Provide technical assistance in executing the employee relations program.
  • Conduct fact-finding investigations, research pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions.
  • Provide assistance to the Human Resources Development Specialist.
  • Advise employees and supervisors on available training, determining the appropriateness and effect of the proposed training career development or career enhancement.
  • Serve as Executive Secretary for the employee recognition awards program.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Participation in direct deposit is mandatory.

  • PCS expenses may be authorized.

Qualifications

GENERAL EXPERIENCE: MUST possess experience, education, or training which indicates you performed progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1-year of equivalent to at least the next lower grade level: experience that has provided you the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled, such as process a wide range of human resources transaction, assist in audits, write and edit professional memorandums, answer and direct phone calls, prepare and maintain records, etc.
