Summary

This position is located in the Report Development Division of the Office of Highway Safety. The incumbent will serve as a Highway Accident Investigator with primary responsibility for the development and management of highway crash investigation reports for Board's consideration.

As a Highway Accident Investigator, GS-1801-12/13, you will perform the following major duties:

At the GS-12 Level: Duties include:

  • Writes and manages the development of highway crash investigation reports in collaboration with investigative teams.
  • Participates in, manages, or leads special projects such as investigative hearings, symposiums, and responses to external requests (e.g., public inquiries, notices of proposed rulemakings.
  • Assists the lead investigator in conducting investigative activities and supports the investigation of safety issues in areas of technical expertise (human factors, vehicle factors, motor carrier factors, highway factors, or survival factors).
  • Keep current with regulations, policies, industry practices, and future trends so that the NTSB analyses and recommendations are relevant and appropriate
  • Develops and make formal presentations to national and local groups to exchange technical information.
At the GS-13 Level: In addition to the duties at the lower grade level, typical duties include:
  • Participate in or manage activities related to special projects such as investigative hearings, symposiums, and responses to external requests (e.g., public inquiries, notices of proposed rulemakings).
  • Serve as Group Chairperson supporting the investigation of safety issues in areas of technical expertise (human factors, vehicle factors, motor carrier factors, highway factors, or survival factors) under the direction of a lead investigator supporting the investigation.

Qualifications

GS-12: You MUST have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is experience applying at least one highway investigative area (human factors, motor carrier factors, vehicle factors, highway factors, or , survival factors)while conducting highway crash investigations or highway safety research; skill in writing reports of highway crash investigations or transportation safety research, including organizing data necessary to develop discussions of relevant safety issues; experience providing formal oral presentations about the results of crash investigations or transportation safety research within an organization or to other local groups; and experience performing basic project management tasks, such as setting timelines and monitoring progress to completion.

GS-13: You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is experience applying at least one highway investigative area (human factors, motor carrier factors, vehicle factors, highway factors, or survival factors) while conducting highway crash investigations or highway safety research; writing reports of highway crash investigations or transportation safety research, including analyzing factual data as well as identifying relevant conclusions and safety recommendations; experience providing formal oral presentations about the results of crash investigations or transportation safety research to diverse audiences, including at a state or national level; and experience monitoring timelines for projects, such as investigations or research studies.
