Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, Capitol Building. The selected individual will serve as the point of contact to ensure that all Human Capital policies, processes, procedures and initiatives timely implemented in the jurisdiction. The selectee will also manage, direct and oversee Human Capital activities and special projects.

Duties and Responsibilities:

Performance Management and Hiring Support

Researches, analyzes and performs various Human Resource activities for the purpose of filling vacancies and processing various types of personnel and pay actions. Responds to inquiries from applicant regarding the application process. Arranges interviews for applicants being considered. Conducts reference checks utilizing best practices.

Applies Federal hiring laws, regulations and executive orders that govern Federal activity within the AOC. Assists in conducting outreach and recruitment to attract applicants for vacancy announcements and for temporary projects. Writes and coordinates the advertisement of positions in various sources including newspapers and other online sources.

Plans, executes and coordinates human resources program activities such as drafting position descriptions, obtaining the supervisor’s concurrence in the content of the description and Initiating the SF-52 to fill the position.

In conjunction with AOC’s Human Capital Management Division, plans, develops, promotes, and executes the performance management for the Capitol Building jurisdiction

Employee Relations Support

In conjunction with AOC’s Human Capital Management Division, provides advisory services on adverse or performance-based actions, reasonable accommodations, and other actions that have a variety of appeal and grievance rights.

Monitors Capitol Building’s employee relations activities through review and consultation with managers to ensure active and effective employee relations communications, and effective employee counseling and services

In collaboration with AOC’s Human Capital Management Division, provides advice and consultation to managers about appropriate disciplinary or other corrective techniques concerning conduct or performance problems; researches and applies administrative decisions to analyze and craft defensible solutions to complex and sometimes unprecedented problems.

Human Capital Liaison Activities

Exercises program liaison for a broad range of human capital practices. Serves as customer service representative to supervisors and employees and liaison for all Human Resources concerns. Assists with personnel actions required for recruitment, placement and separations. Provides guidance to employees on benefits and retirement information.

Actively participates in policy formulation and reviews liaison activities for agency-wide programs. Informs stakeholders of changes in projects, programs and operations, conducting briefings on major changes. Actively participates in boards and committees as the representative of the Capitol Building in dealing with matters which extend well beyond the assigned program responsibility. Serves as the principal representative and contact for the Capitol Building at meetings dealing with issues and information in the area of expertise and program responsibility.

Communicates with the management team on the status of different work activities and efforts. Reports regularly on the progress of specific cases. Advises and recommends innovative approaches for avoiding and /or resolving problems and reducing conflicts.

Serves as liaison between the jurisdiction and AOC’s Employee and Labor Relations Branch on conduct issues. Works closely with supervisors on personnel matters, such as advising on leave usage, providing guidance on penalties for conduct issues and other matters in accordance with the AOC’s Standard of Conduct.

Office Activities Coordination

Recommends actions necessary to maintain or improve the quality and quantity of human capital operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, development of proposals to increase the organization's resources or other actions.

Conducts comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and objectives. 

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. The incumbent must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE).

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

  • A person who is currently an officer or employee of the Government of the United States.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience for the GS-11 grade level includes:

Providing Human Capital guidance and administrative support for an office to include using a variety of automated human resource information systems to create documents, spreadsheets and reports.

Tracking various types of information to provide status updates and ensure deadlines/due dates are met.

Researching human resource policies and procedures and briefing management officials on any changes.

Entering information into an automated personnel system to create various personnel actions.

Qualifying on Education:

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M.

To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position;

Have an equivalent combination of the above specialized experience and higher level graduate education that meets 100% of the qualification requirements for this position.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Independently providing comprehensive  human capital guidance and administrative support for an office to include using a variety of automated human resource information systems to create and analyze documents, spreadsheets and reports.

Tracking various types of information to provide status updates and ensure deadlines/due dates are met.

Researching human resource policies and procedures and briefing management officials on any changes.

Serving in a responsible program liaison role addressing human capital operation to support the organization. Serves as customer service representative to supervisors and employees regarding various human resources services and concerns.

Communicating with the management team on the status of different work activities and efforts. Reports regularly on the progress of specific cases. Advises and recommends innovative approaches for addressing workplace employee relations matters in a proactive manner.
