Duties

As a Human Capital Specialist (Detail), GS-0301-12/13/14, your typical work assignments may include the following:

  • Supports GS recruitment and hiring. Prepares and posts job announcements in liaison with HR. Supports hiring managers during the recruitment, assessment, and selection processes.
  • Supports employee onboarding processes. Uses HR systems such as Workday and DCPDS to execute employee actions. Collects new employees' personally identifiable information (PII) and initiates pre-employment security and drug screening processes.
  • Develops clear reports, dashboards, and briefings that communicate workforce insights to leadership.
  • Researches best practices and contributes to human capital policy development and leadership briefing materials.
  • Participates in cross-functional projects to improve Human Capital and HR processes, and enhance the employee experience.
  • Performs other duties as assigned.

  • This is a Non-Reimbursable (the candidates home agency will continue to pay the employees salary and benefits) Detail Opportunity. - Minimum 4 - 6 months with longer terms available and option to extend up to a Maximum (1) year.
  • Home agency must concur with the non-reimbursable detail. A memorandum of understanding (MOU) will be signed.

Qualifications

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
