Summary

Incumbent provides first line support in the area of human resources for the Office of the Sergeant at Arms (SAA) employees and performs tasks related to human resources activities, programs, and projects. Incumbent serves as a point of contact for employee related benefits' programs, position management, and performance management. The incumbent must effectively utilize resources and coordinate duties to ensure successful completion of tasks in a timely manner.

Duties

Duties:

  1. Assists with various human resources programs, projects, and initiatives.
  2. Prepares and posts vacancy announcements.
  3. Maintains accurate position descriptions for all SAA divisions.
  4. Processes Student Loan Repayment Applications and Bereavement Leave Requests.
  5. Assists employees with Transit Benefits issues.
  6. Coordinates staff attendance at job fairs with internal and external entities.
  7. Assists with new employee orientation, to include coordinating and preparing new employee information (policies, mandatory training, receipt of ID badge), preparing the conference room and escorting new employees to SAA divisions.
  8. Assists with scheduling interviews, preparing interview questionnaires and providing access to resumes in applicant tracking system.
  9. Assists with the development and implementation of documents and procedures relating to human resource programs and projects and provides recommendations for process improvements.
  10. Organizes, prioritizes, and appropriately handles and maintains time-sensitive, confidential information and ensures all actions are addressed in a timely manner.
  11. Assists with off-boarding departing employees, to include preparing documentation and conducting exit interviews.
  12. Assists with mandatory and job specific training, to include research and tracking.
  13. Manages and maintains employee information system.
  14. Assists with updating office policies and human resources tracker.
  15. Assists with disseminating information to staff on Career Paths and Performance Management.
  16. Maintains awareness of changing human resources policies and procedures and notifies the SAA's Chief Administrative Officer and Deputy Chief Administrative Officer when updates are needed.
  17. Assists with drafting supplemental policies, employee surveys, and supporting documents.
  18. Assists the SAA's Chief Administrative Officer and the Deputy Chief Administrative Officer with special projects.
  19. Performs other duties as assigned.
Knowledge, Skills, & Abilities:

Knowledge of policies and procedures of the House of Representatives and SAA; knowledge of human resources principles and practices; knowledge of the Congressional Accountability Act; knowledge of the House Employees Position Classification Act; ability to maintain records and ensure compliance with relevant laws, rules and regulations; excellent organizational skills; excellent oral communications skills; strong written communications skills; strong computer skills to include the use of MS Office suite applications; detail oriented; professional telephone manner; ability to listen carefully and respond in a tactful and courteous manner to requests and inquiries from SAA staff; ability to thrive when there is ambiguity, remain composed when there are priority and deadline fluctuations, and withstand the tests of a rapidly changing environment with resilience and resolve; knowledge of task management techniques; ability to perform and support multiple tasks simultaneously; ability to maintain confidentiality while handling sensitive employee issues; ability to work well under pressure and maintain a professional and courteous work disposition; ability to independently make decisions while knowing when to escalate; ability to develop and maintain effective working relationships within the Congressional community; ability to identify issues, evaluate information and make logical recommendations for resolution; must be meticulous, with an attention to detail.

Work Schedule:

Full-time, permanent. Monday - Friday. Hours: 8:30 a.m. - 5:00 p.m. Incumbent must be able to work outside of normal business hours, when necessary.

Qualifications

Bachelor's degree or equivalent work experience. Must have three or more years of experience in human resources or related field. House experience preferred. Must be able to successfully pass a criminal history records check.
