Summary

This position is located in Bureau of Consular Affairs, Office of the Executive Director, Human Resources Division (CA/EX/HRD). This position is responsible for consulting on recruitment and staffing strategies to best attract, hire, and retain a skilled, diverse, and motivated workforce; also provide recruitment and staffing advice to hiring officials, develop hiring tools, execute hiring strategies, and fulfill services to complete the employee life cycle.

Duties

  • Independently plans and carries out a wide range of recruitment, staffing, and placement functions in support of the assigned organizations
  • Collaborates with management officials and subject matter experts in the assigned organizations to determine the nature of underlying staffing and recruitment issues or problems involving complex and unusual situations
  • Provides expert management advisory services that includes guidance on a wide range of staffing and recruitment policies, procedures, and program requirements requiring comprehensive knowledge of the full range of recruitment & staffing
  • Applies advanced analytical methods and techniques to research, develop, analyze, and report HR data regulatory requirements in various formats to Department, OPM, and other entities that provides information to communicate HRD activities

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines;
  • Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach;
  • Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues;
  • Experience working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization.  Preparing job opportunity announcements, determining applicants' eligibility and qualifications, ranking candidates and referring highly-qualified candidates for selection; and
  • Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature

There is no substitute of education for specialized experience for the GS-13 position.

Next steps
