Duties

The selectee will serve as a Human Resources Specialist (Recruitment) in the Office of Human Resources, Recruitment Division. Typical work assignments include:

  • Providing advice, guidance, and assistance to staff, management, employees, and applicants on program issues and how best to accomplish program objectives. Providing analytical and evaluative skills as well as addressing issues and explaining the various processes and regulations.
  • Utilizing expert knowledge and understanding of recruitment regulations, policies, and procedures to achieve program objectives and providing technical guidance.
  • Drafting reports and recommendations for management officials regarding program issues; composing various responses and reports related to program area.
  • Providing managers, supervisors, employees, and applicants with technically sound and authoritative advice; explaining, defending, and supporting procedures and policies; participating in conferences and meetings; and presenting recommendations to management officials.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-13 level (starting base salary $90,025.00) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:

  • Developing recruitment strategies to source candidates using a variety of techniques (i.e. virtual platforms, phone calls, direct sourcing, networking, etc.).
  • Conducting analysis on recruitment program metrics (i.e., time-to-fill, source-of-hire, actual time-to-start, manager satisfaction) to develop program plans.
  • Communicating with applicants regarding application status and preemployment procedures.
  • Advising leadership on the application of recruitment regulations, legislation, or policy to meet hiring objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
