Summary

(FRA) seeks a Human Resources (HR) specialist(s)to provide advice and guidance to managers, supervisors, HR Staff, and employees on the full range of HR management programs. Serves an expert and performs duties in one more HR functional areas on behalf of headquarters or subcomponent organizations.

Duties

As a Human Resources Specialist, you will:

  • Provide administrative and technical support in one or more of the core HR functional areas: Recruitment and Placement, Classification, Staffing, Processing, Employee Benefits, Employee and Labor Relations, Performance Management, Compensation, Training and Development, HR Policy, HR Information Systems and Data Analysis.
  • Perform activities such as analyzing data, developing reports, and ensuring the technical accuracy of work products and activities.
  • Develop HR responses, briefings, and written products using HR software tools and applications.
  • Provide products and services for a wide variety of employee categories that involve different systems with different statutory and regulatory authorities.

The ideal candidate will have the ability to perform assignments requiring the application of fundamental HR principles, concepts, techniques, and guidelines to successfully complete assignments.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience assisting in the delivery of Human Resources Service for an organization, such as recruitment and placement; classification; staffing; processing; employee and labor relations; performance management; compensation; training and development; or HR systems and data analysis.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
