This position is located in the Government Accountability Office (GAO), Human Capital Office (HCO), Performance and Compensation Management Center (PCMC). The HCO is a strategic business partner for GAO talent management needs; providing high-quality and timely analytic support and services to teams and offices as well as quality, responsive services to all staff.

Duties

As a Human Resources Specialist (Performance Management), PT-0201-3, your typical work assignments may include the following:

- Provides expert advice and guidance agency-wide on all matters related to the administration of the GAO performance management program, including developing and implementing processes for tracking and enforcing the documentation of performance plans and appraisals, narratives and assessments, and individual development plans; and rewarding employee performance.
- Provides comprehensive instruction, guidance and/or training to the workforce on the performance management system at all phases of the process, and ensures that all applicable rules, regulations and established procedures are followed
- Participates with the Director, Performance Compensation Management Center in developing program goals and objectives to support senior leader workforce strategies and accomplishment of agency-wide mission goals and requirements.
- Leads and/or participates in agency wide performance management projects and initiatives and ensures that the performance management program continually contribute towards GAO organizational goals.procedural guidance related to performance management. Conducts research in various technical areas and stays abreast of legislative changes
- Reviews and updates (when necessary) the model performance standards of the agency and facilitates the timely completion of the closeout of performance evaluations. Monitors performance appraisals/ratings to ensure employees are evaluated against the elements and standards in their performance plan and assigned a summary rating of record on an annual basis.
- Assists managers/supervisors in identifying unacceptable performance and provides recommendations on correcting deficiencies. Advises on training and developmental opportunities that encourages good performance, strengthens job-related skills and competencies.
- Implements performance recognition and incentive programs (e.g. performance-based compensation, pay flexibilities) and ensures compliance with agency policies and procedures. Leads and/or participates in studies to assess and track program performance and uses automated systems and software to report findings to senior management and key officials.

Qualifications

You must have one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position.

Specialized experience for this position is defined as: (1) demonstrated experience in applying performance management regulations, principles, precedents, and policy in order manage and implement an agency program; (2) conducting studies, surveys and other data gathering methods to monitor and analyze program performance and communicate results; and (3) developing strategy, policy and procedures, practices and/or alternative approaches for agency implementation.
