Summary
This position is located in the Chief Operating Officer Organization, Human Resources, Staffing, Payroll, Processing and Personnel Operations of the FDIC and provides support in the administration of payroll/personnel action processing, records retention, and HR information systems.

Clarification from the agency
This position is open to applicants with status (i.e., current permanent Federal employees in the competitive service and former Federal employees with reinstatement eligibility); those eligible for appointment under special hiring authorities; and veterans eligible for VEOA appointment.
Duties
At the full performance level, major duties include:
- Processes a full range of personnel and payroll actions using human resources information systems and various applications from the FDIC servicing provider.
- Participates in the development of new or improved procedures and guidelines affecting payroll/personnel processing activities and troubleshoots inquiries to resolve and streamline issues.
- Reviews and authorizes payments for corrections to NFC system (HCUP, SPPS, EPIC, etc.), Death Payments, Cancelled Payments, Settlement Payments and any other payments necessary to correct or rectify a variety of personnel actions.
- Works closely with Human Resources Managers, Senior HR Specialists and HR Specialists in Staffing Operations, FDIC Administrative Officers, and other HR Specialists in Benefits, Compensation and Information systems to accurately assess and improve the effectiveness of the day-to-day personnel and payroll processing.
- Works with the most complex NFC operating methods and requirements including payroll and personnel processing and retroactive corrections.
- Conducts random quality reviews of personnel and payroll records, assesses accuracy of pay setting determinations, as well as, consistency in applying appropriate policies and procedures.
- Develops and improves standard operating procedures (SOPs) and other routine payroll/personnel reports for monitoring Personnel/Payroll Operations activities, workload, timeliness and accuracy, as it relates to processing personnel/payroll actions.
- Provides guidance, consultation and assistance to managers, supervisors and employees on all aspects of human resources management processing and payroll issues.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-11, To qualify applicants must have one year of specialized experience equivalent to the grade 9 level in the Federal service. Specialized experience is experience applying human resources principles, practices, laws and regulations to provide advisory services on personnel actions; and utilizing personnel automated systems to process payroll and personnel actions, and employee corrections. OR
EDUCATION: To qualify based on education; applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related. OR
COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-11 level.
To qualify for the CG-12, To qualify applicants must have one year of specialized experience equivalent to the grade 11 level in the Federal service. Specialized experience is experience researching and applying human resources principles, practices, laws and regulations to provide advisory services on personnel actions; utilizing personnel automated systems to process payroll and personnel actions, and employee corrections; and researching and developing solutions to payroll and processing issues.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.97% to a high of 51.75%.
