Job Description (Please follow all instructions carefully)

Summary

This position is located in the Talent Group of the Workforce & Inclusion Division of the National Park Service. Position is remote duty and reports to the Supervisory Human Resources Specialist in the Arizona Servicing HR Office.

This position will be filled at the GS-7 level only. It will be developmental in nature with a full performance level of GS-12.

Duties

At the GS-07 level, you will perform a variety of duties. Assignments emphasize the analytical and judgmental aspects of federal human resources management work. Typical work assignments may require you to determine pay rates consistent with the specific personnel action or decision; implementing various aspects of the Merit Promotion Plan and Delegated Examining Authority; preparing vacancy announcements; determining basic qualifications; and rating and ranking candidates. Position is developmental in nature with a full performance level of GS-12.

Physical Demands: The work is sedentary. Some work may require periods of standing, carrying of files or pamphlets and supplies. Incumbent may be required to travel to different parks/offices to provide HR services as needed.

Working Conditions: The work is performed in an office setting that is adequately lighted, heated and ventilated

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-07/03/2024-unless otherwise stated in this vacancy announcement.

To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include: assisting with drafting vacancy announcements and performing basic eligibility reviews; assisting higher- graded specialists with reviewing position description packages or other HR-related work; responding to basic staffing or employment questions from applicants and hiring officials; providing assistance with payroll, personnel, onboarding, and personnel record keeping systems; applying HR rules and procedures to advise employees on questions; researching personnel rules and regulations on issues or problems; providing information to employees on a broad range of Federal benefit programs; and tracking or scheduling pre-employment requirements. NOTE: GS-5 technician or assistant level work will generally NOT be qualifying experience for this two-grade interval job series. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of graduate level education (18 graduate hours). Education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Examples of qualifying education are majors in human resources management, business, or law. PLEASE NOTE: If you are using education to qualify you must submit a copy of your transcripts.

COMBINATION: Possess a combination of specialized experience and related graduate education as described above. EXAMPLE: Six (6) months of experience (50% of experience) plus nine (9) semester hours of graduate education (50% of education), equals 100% of this requirement. You must provide transcripts.

SUPERIOR ACADEMIC ACHIEVEMENT: Meet at least one of the three requirements listed below for Superior Academic Achievement - Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement: 1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR, 2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR, 3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies: https://www.achshonor.org. You must provide transcripts.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
