The primary purpose of this position is to serve as a senior illustrator responsible for the design and creation of digital graphics, animations, schematics, models and a complex variety of original illustrations for use in interactive multimedia productions.

Duties

Prepare original designs, layouts, 2D and 3D models, finished artwork, schematics and animations for the interactive technical training modules and in support of a wide variety of organizational, technical, and general support missions.

Advise and provide guidance and training to other illustrator, interactive multimedia designers, developers, management, and customers.

Create original artwork utilizing computer graphics software.

Research and recommend equipment, materials, and software to meet current and future production needs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study -- illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design, appropriate history or scientific subjects, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

OR

Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes preparation of graphic presentations of objects, facts, or ideas requiring the use of art media and artistic ability. Appropriate experience may have been gained working as a commercial artist or illustrator in the fields of public information, advertising, or publishing; or by working with technical or scientific equipment, or entomological, biological, medical, or other similar material.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes assisting to develop original designs, concepts, or visuals styles for publications, exhibits, or presentation materials; transforming spoken or written descriptions of items or processes, issues , or events into visual representations without the benefit of identical existing pictures, models, or diagrams; using various methods, techniques, and materials for the design, production, and reproduction of complex visual products to plan the technical details of, or produce aesthetically composed visual products; applying knowledge of mission and functions of the organization/customers to understand and graphically represent customer requirements.

EDUCATION:
Threefull years of progressively higher level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, in a related field. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and ability to apply a variety of complex art and digital animation methods, techniques, materials, and procedures used in the design, production, and reproduction of animated visuals products and of aviation-related hydraulic, electric and air flow systems, and the ability to depict technically precise subject matter through digital graphics and animation.

2. Knowledge of a wide variety of visual design principles such as unity, line, shape, form, arrangement, balance, proportion, contrast, weight, color, and interaction and the ability to apply these to illustrations and graphic representations.

3. Skill in drawing and painting, both freehand and with instruments, and to use other art media such as pen-and-ink, pencils, tempera, acrylics, oils, washes, watercolors, pastels, and air brushes.

4. Ability to utilize 2D and 3D computer graphics, modeling, and animation programs, including Adobe Creative Suite Master Collection, Autodesk 3DS Max, E-Frontier Poser, Sothink SWF Decompiler, Jasc Paint Shop Pro, Xara Extreme, Soundforge XP, CorelDraw, and Swift 3D to create original illustrations.

5. Ability in creating and editing digital photo and video, to include proficiency in Adobe Premiere, After Effects, and Director, and Final Cut Pro to create original presentations.

6. Ability to communicate effectively, both orally and in writing, and to work well with others in order to plan, coordinate, and advise on work efforts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
