Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a INSPECTIONS SPECIALIST, Position Description Number D2896000 and is part of the HI 154 WG, National Guard.

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to serve as The Inspection System of the Air Force analyst for the IG, managing the Self-Assessment program, providing feedback to FAMs on checklist quality, and compiling information from Management Internal Control Toolset (MICT), Inspector General Evaluation Management System (IGEMS), Inspector General Evaluation Management System - Classified (IGEMS-C), and all current automated systems, to ensure wing/squadron/flight commanders, the wing IG, and inspectors have all required information for directing the Commander's Inspection Program (CCIP).

  • As part of the Wing IG team, plans, organizes, and executes a wide range of complex activities for the wing CCIP, which includes planning and conducting inspections, installation mission assurance exercises, and comprehensive readiness exercises that involve coordination with a wide variety of programs and departments.
  • Manages the Wing Self-Assessment Program; serves as the Wing Self-Assessment Program Manager (SAPM) serving as the MICT, IGEMS, and IGEMS-C system subject matter expect (SME) and system administrator for MICT, IGEMS, and IGEMS-C for the wing level program.
  • Performs thorough analysis of unit capabilities versus inspection requirements to determine the most efficient exercise, inspection, and visit schedules, which minimize costs and maximize unit readiness to perform CONUS and OCONUS wing tasked missions.
  • Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes.
  • Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

o. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

p. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

r. Title 32 Dual Status Technicians with permanent tenure will retain permanent tenure if selected. Title 5 NG employees with permanent tenure will lose permanent tenure if selected.

Education

CONDITIONS OF EMPLOYMENT & NOTES:
1. This position requires a secret security clearance; the incumbent of this position must obtain and maintain a secret clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.?

3. Employee will be required to wear and use personal protective equipment as required and provided by the employer.

4. This is an ANG Title 32 Excepted Service National Guard position requiring Military Membership in the State Air National Guard.

5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.??

6. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

7. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.??

8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.?

9. IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.
