Knowledge of Navy QOL and QOS program goals, principles, techniques, and procedures. Knowledge of business management practices required to manage QOL and QOS activities. Knowledge of laws, policies, regulations, and precedents applicable to the administration of Navy FFR programs. Knowledge of CNIC's organizational structure, functions, and mission. Knowledge of QOL and QOS initiatives to retain or experiment with new theories and applications which are responsive to a rapidly changing/operating social environment. Knowledge of planning, programming, and budgeting regulations, guidelines, and process. Knowledge of Federal financial source management including APF and NAF. Knowledge of financial management including budgeting, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance tracking and facility. Knowledge of and ability to conduct/direct program analysis and research efforts. Knowledge of and ability to apply quality management concepts. Knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans. Skill in planning, organizing, and directing QOL and QOS programs. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to perform the full range of supervisory duties. Ability to utilize analysis in developing information to formulate decisions for complex management actions. Ability to utilize complex information to base decisions that improves the program and community. Occasional travel of less than 25% may be required.
