Duties

Serve as an Instructional Systems Specialist in the Training Branch of the Business & Support Services Division (MR), Headquarters Marine Corps. Analyzes, recommends, develops, and evaluates training strategies and assist the Branch Head in preparing and executing annual training budget plans and administering training programs. 

Supports the Learning Management System Administrator with daily management and ongoing operation, maintenance, usage, analysis, and administration of the Learning Management System (LMS). Utilizes knowledge of LMS capabilities to recommend delivery strategies that yield a meaningful and dynamic experience and are appropriate for multiple audiences. Reviews, tests, and implements system upgrades or patches, and documents the process, results, and outcomes. Develops, documents, and maintains standard operating procedures (SOP), best practices, and guidelines for the LMS. 

Develops training material and provides training to customers on the functionality and processes of the LMS. Tests and approves newly published/uploaded online courses, materials, and instructor-led workshops within the LMS. Identifies, troubleshoots, and resolves problems with course design, LMS configuration, and infrastructure. 

Leads Marine Corps Community Services (MCCS) content projects through the design lifecycle from scoping, research and analysis, design, development, and launch, providing clear timelines through all phases, communicating with key partners, and selecting appropriate measurement for successful implementation. Converts, creates, and continuously improves learning content using Articulate Authoring Software and an array of creative approaches that inspire learners and drive career progression. This includes developing module and course constructs for MCCS subject matter experts and leading the creation of eLearning courses and job aids.

Creates partnerships with internal teams (especially our training team, functional managers and teams, marketing) to produce content and drive greater value for employees and educators.

Formulates, administers, and monitors the operating budget for the program area.  Identifies cost centers.  Establishes proactive controls to ensure budgetary objectives are met.  Computes financial data and statistics to prepare and publish biweekly, monthly, quarterly, annual, and special budgetary reports or analysis; and forecast budgets for execution and short- and long-range plans. 

Serves as point of contact for special projects or serve as a task force member in support of departmental priority projects. Represents branch at meetings and conferences as appropriate and interacts with other agencies. May also be asked to serve on specialized process action teams to improve the training and training development process. May maintain liaison with DOD and outside interest to ensure accuracy of instructional methods, developments, and trends. 

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications

BACHELOR'S DEGREE from an accredited college or university in instructional design, educational technology, curriculum and instruction or a related field appropriate to the work of position AND three years of experience in the occupation or a related field. 

Knowledge of, and familiarity with, the technological capabilities associated with development and delivery of information and instruction using a learning management system, and interactive multimedia instruction. Knowledge of a wide variety of instructional design principles and methods sufficient to plan, coordinate, and design instruction for full length courses or complex development areas.

Knowledge of a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives. Knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials which result in complete and full-length trainingproducts for specialty areas or career management fields.

Knowledge of a wide variety of instructional program evaluation methods and principles sufficient to assess the effectiveness and efficiency of instructional programs. Knowledge of a wide variety of instructional development methods sufficient to develop, design and revise instructional materials which result in complete and full-length training products.

Must be agile, project oriented, have strong content design experience using Articulate authoring software. Significant budget analyst experiences working with training/education programs. Must have the ability to communicate effectively in writing and in person-to-person contacts to communicate with various levels of technical, professional, management and administrative personnel.
