Summary
The primary purpose of this position is to develop and provide Professional Continuing Education (PCE) in the area of engineering management to military officers and senior civilian employees in the Civil Engineer career field.

Duties
- Responsible for the overall execution of one or more Professional Continuing Education (PCE) engineering management courses
- Independently develops and updates lesson plans for PCE courses.
- Lesson plans complement total course content for which the instructor is also responsible.
- Conducts classroom instruction for PCE courses comparable to graduate level courses.
- Monitors and evaluates student progress in courses comparable to the graduate level.
- Monitors and evaluates effectiveness of complete graduate PCE courses, as well as seminars and conferences.
Conditions of Employment
- The duty location for this position is Wright-Patterson AFB, Ohio. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

- Appointment is under Schedule B appointing authority, Excepted Appointment Not-to-Exceed 3 years and is renewable up to 3 years or an indefinite appointment.

- Current Federal employees on a permanent or indefinite appointment will be required to have a minimum of 3-day break in service if selected.
- Permanent Change in Station (PCS) expenses are not authorized.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC QUALIFICATION:
A. Successful completion of a engineering management or a related field degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position.
OR
B. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Working in one or more systems engineering or technical project management areas that includes planning, programming, design, construction, and sustainment with major emphasis on quantitative methods, engineering considerations, and management. Using a full range of Engineering management techniques in order to meet the legislative standards for providing accurate instruction to new, mid-level, and advanced civil engineers and other engineering and science specialists. Planning, organizing, and presenting information, courseware, lessons-learned, techniques, advice or guidance to groups of peers or near-peers in an adult learning environment such as teaching live classroom and/or web-based delivery classes in an academic environment, or presenting at conferences, symposia, "brown bags," or similar forum.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/ or competencies in the following areas:
1. Knowledge of training techniques, e.g.., providing examples, demonstration, of equipment and/or process, eliciting appropriate experience, hands-on drills, sequence, academic counseling, simulation, gaming, and tutorials.
2. Knowledge of specialized subject matter directly related engineering management should be at the highest level. An advanced degree is highly desirable.
3. Ability to interpret AF and DoD doctrine and congressional legislation and prepare training materials.
4. Ability to plan and organize work.
5. Ability to communicate orally.
6. Ability to communicate in writing.
7. Ability to evaluate course content and effectiveness.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
