Summary

You will serve as a NON-MEDICAL CLINICAL COUNSELOR in the Navy Installations Command, Fleet and Family Readiness Department, Family Readiness Division, Fleet and Family Support Program of NAVSTA GTMO Guantanamo Bay, Cuba.

THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.

Duties

  • You will provide short term solutions on psychological counseling for groups of people in crisis.
  • You will initiate, develop and facilitate group treatment programs to address the needs of families.
  • You will demonstrate effective independent clinical assessment skills by identifying crisis situations (e.g., suicide or homicide risk, danger of physical or sexual abuse) to family members.
  • You will provide safety planning, case management, treatment, and education services related to child abuse and spouse abuse.
  • You will service as the installation Family Advocacy Program Clinical Subject Matter Expert, consulting installation leadership.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires "regular contact with children" which requires a State Criminal History Repository (SCHR) check to be completed on any person selected for this position. I am willing and able to submit to a SCHR check.
  • The position may require working flexible hours, such as 0700-1500 or 0900-1800 to accommodate client’s needs to have after hour care, including weekend hours.
  • This position requires routine on-site access to government facilities. The incumbent may perform the required tasks at an off-site location for situational telework only.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Clinical Counselor.

Specialized Experience may include:

1) Provide direct service in the form of counseling individuals, couples, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples' communication, stress reduction, adjustment to military lifestyles, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs.
2) Psychosocial assessment of individuals, couples, and families and development of treatment plans, treatment delivery, and appropriate referral.
3) Case management services include the identification, reporting, risk assessment, safety planning, psychosocial assessment, treatment planning, treatment, referral, and follow-up of child and spouse abuse allegations for active-duty military members and their families.
4) Providing intensive psychosocial services, showcasing a wide range of skills (casework, group work, individual and family therapy). Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, and a variety of other mental health problems.

  • a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.
  • 2 full academic years of graduate study directly related to professional work in counseling psychology, or successfully completed all the requirements for a master's degree directly related to counseling psychology in an accredited educational institution.

Degree:

  • degree in social work that fulfills all of the requirements for the master's degree in social work from a school accredited by the Council on Social Work Education.
  • a master's degree in social work with practicum.









Conditions of Employment:

This position is a TIER TWO clinical care practitioner. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8:
1. Possess at least a masters or doctoral degree in one of the following disciplines:a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR
b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR
c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR
d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship
2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.4. Must have engaged in two years, full-time, post-masters supervised clinical experience.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

PHYSICAL DEMANDS:
Work is primarily sedentary in nature; however, the incumbent may be required to carry objects weighing up to 25 pounds, including files, books, reference materials, audio-visual equipment, etc.

WORK ENVIORNMENT:
The primary work environment is an adequately lighted, heated and ventilated office setting or conference room.
