Duties

  • You will conduct annual compliance inspections and assist with headquarters sponsored Environmental Compliance Evaluations (ECE) in accordance with the Japan Environmental Governing Standards (JEGS).
  • You will liaise with regulators to ensure compliance with applicable international, federal, state, and/or local laws and ordinances.
  • You will establish, implement, and maintain a comprehensive multimedia program for environmental support services.
  • You will utilize SharePoint and various other multimedia programs to ensure the most accurate information is readily available to the Camp/Station Officer, Unit Commanding Officers, Marines, Tenant Organizations, and Civilians.
  • You will be an active participant in environmental regulation/plans review.
  • You will provide limited assistance in the above areas to Marine Corps Installation Pacific (MCIP AC) subordinate installations, namely, Camp Mujuk (South Korea), MCAS Iwakuni, Combined Arms Training Center (CATC) Camp Fuji, and MCB Hawaii.

  • Duties may require response to hazardous substance incidents and environmental events on a 24 hour, 7- day per week basis. Duties may require carrying of a government-provided cell phone on a 24-hour basis.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Must be able to successfully complete a pre-employment physical examination.
  • Duties require the use of personal protective equipment. The incumbent must have the ability to wear a respirator and may be in the medical monitoring program.
  • The incumbent must be able to obtain and maintain a Status of Forces Agreement (SOFA) AND a Government Owned Vehicle (GOV) driver’s license.
  • Temporary Additional Duty (TAD) up to 5% may be required annually.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-12:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: establishing, implementing, and maintaining a comprehensive program for environmental services; conducting environmental inspections for compliance in multiple environmental medias; AND assisting with hazardous substance spill response and clean-up.

GS-11:

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with environmental inspections for compliance in multiple environmental medias; AND assisting with hazardous substance spill response and clean-up.

Conditions of Employment continued:
~ Must obtain and maintain Hazardous Waste Operations and Emergency Response (HAZWOPER) certification and associated requirements such as occupational health exam clearance and respiratory fit test certification. Access to initial HAZWOPER certification training will be provided by Environmental Affairs Branch.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0401 - GENERAL NATURAL RESOURCES MANAGEMENT AND BIOLOGICAL SERIES:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

or

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

OR

1301 - GENERAL PHYSICAL SCIENCE SERIES:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


SUBSTITUTE SPECIALIZED EXPERIENCE FOR EDUCATION:

GS-12:
No education substitution

GS-11:
3 years of progressively higher level graduate education leading to a Ph.D. degree
or
Ph.D. or equivalent doctoral degree
