Duties
Develops standards for technical performance for outsourcing; conducts regular reviews of vendor’s contract performance; Serves as COR for the IT Support Services Contract and oversees CORs for outsourcing contracts; Oversees branch efforts for the contract re-compete process, including
requirements generation, RFP creation and evaluation. Leads the preparation of long-term and short-term strategic plans; Manages the operations of the branch, including setting priorities, allocating resources, managing personnel, staff recruitment & training, performance evaluation and providing general oversight of projects. Develops, implements, and monitors the branch budget and budget expenditures; develops budget
forecasts; creates documentation justifying requests; provides input into budget testimony; Uses cost/benefit analysis on a continuing basis to assess efficiency of services. Manages and supervises staff recruitment, training, motivation, and performance evaluation. Establishes policies and practices governing the operation, services, and staff of the branch. Prepares and maintains status reports; approves purchases; and performs related administrative requirements. Other duties as assigned.

- Represents the SAA in meetings and activities with senior management of other Senate or legislative branch organizations.
Required Work Experience
- Eight to ten years of experience in program or information technology management.
Required Special Skills/ Knowledge

- Knowledge of the current principles and practices of public administration, including governmental procurement, contracting, personnel, and project management.
- Ability to analyze complex issues and make recommendations for action.

- Ability to plan, assign and review the work of technical, professional, and managerial personnel.
- Ability to manage multi-million-dollar annual budgets.
Desired Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field.
- 7+ years of experience in network engineering or operations, including 3+ years in a leadership role.
- Strong knowledge of enterprise networking technologies (e.g., routing, switching, firewalls, SD-WAN, VPN, Wi-Fi, load balancing).
- Experience with network monitoring and management tools.
- Proven ability to manage complex projects and budgets.
- Excellent leadership, communication, and interpersonal skills.
Working Conditions
- The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays.
- This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
- Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
- Sedentary.
- To meet the needs of the U.S. Senate, the person in this position may be required to work extended hours, outside normal business hours, which includes but may not be limited to holidays and weekends, as necessary.
- To meet the needs of the U.S. Senate, the person in this position will be required to be on call, or report on-site on a rotation, within 24 hours.
Security Clearance
- This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
- Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
Education
High school Diploma/GED.
