Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number NGT5894000 and is part of the MD 175th ANG, National Guard.

Duties

POSITION DUTIES:

1. Serves as an Information Technology Specialist providing Cybersecurity for an Air National Guard Wing's SAP or Sensitive Compartmented Information Facility (SCIF) infrastructure. Operates within the DoD, Air Force and NGB security procedures, operations, and practices. Ensures systems are operated and maintained IAW AFI 17-101, Joint SAP Implementation Guidance (JSIG), and all applicable command and DOD security directives and procedures. Monitors DoD information security bulletins and notifications as they relate to Information Security Vulnerability Alerts (ISVAs). Coordination is required with peer Wing contacts, MAJCOM elements, and commercial vendors. Incumbent is required to ensure compliance with Federal, DoD, Air Force, MAJCOM Information Assurance/Cyber Security policies. Utilizes extensive knowledge of all areas of automation security to establish operating standards and procedures for the installation Information Security Program. Coordinates requirements with the responsible personnel and tracks suspense for completing required actions and reports virus problems in accordance with established procedures. Ensures the confidentiality, integrity and availability of systems and networks by planning, analyzing, developing, and implementing information systems security programs, policies, procedures, and tools. The incumbent serves as a subject matter expert (SME) in advising, posturing, preparing and auditing the organization for Wing Self Inspection Program, Compliance Inspections, and accreditations. May serve in a team lead role for assessment teams, such as a Site Assistance Visit (SAV). (60%)??2. Coordinates with Information System Security Managers at the Wing and MAJCOM level to verify or clarify information pertinent to cybersecurity/Information Assurance procedures. Ensures all IS and COTS/GOTS within the enclave are properly certified and accredited in accordance with the Risk Management Framework (RMF), and configuration management policies and practices prior to installing devices/systems. The incumbent has program oversight responsibility for networks and information systems residing within Wing SAP facilities (Joint Worldwide Intelligence Communications System (JWICs) and SCIF facilities for Intelligence ISSO). Duties include ensuring certification and accreditation (C&A) documentation and implementation meets AFI 17-101, JSIG, and Risk Management Framework (RMF) standards for DoD Information Technology. Validates all aspects of RMF are implemented for all assets connected, or to be added, to the local network are accepted and approved by the appropriate Designated Approving Authorities (DAAs). (30%) 3. Maintains an operational knowledge base of past, current, and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cyber Security/Information Security professionals. Using this knowledge base, the incumbent will be able to devise and implement new policies and procedures to prevent or react to security concerns. 10%. Performs other duties as assigned.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.?3. This is an Information Security Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Technician (IAT-II) within 6 months or less of appointment to this position. Certification requirements may be found in DoD 8570.01-M Information Security Workforce Improvement Program.4. The employee will be required to have, or obtain, and maintain a valid driver's license.??5. Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.7. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.??*8. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.?9. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. This is a Testing Designated Position. The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.

Qualifications

SPECIALIZED EXPERIENCE: Must have at least 12 months of experience on the Cyberspace Program's Protection Team training instructions and requirements, as well as, a full range of competencies on interpreting and directing all Cyberspace Program's training protocols, certification requirements, formal regulations, directives, and instructions. Experienced in collecting and correlating training requirements for operations personnel and created training plans specifically designed to address these program requirements. Experienced with reconciling training programs and plans that resulted in comprehensive unit training schedules for unit leadership. Experienced in managing a Master Training Task lists and distributing these lists to the appropriate unit point of contact for inclusion in section training requirements lists or plans. Experienced in training, developing, mentoring unit personnel into qualified trainers to conduct UTA, AT, and mission training events. Experienced in building training curriculum and conducts training as a skilled instructor. Experienced in the task to identify, gather, organize, complete, and maintain records that are relevant to individual operational training. Organizational skills are essential to maintain efficient training program record files for immediate access, as needed to verify any operator's training qualifications. Experiences included analyzing and interpreting instructions and guidance relevant to Cyber Protection Team or Industrial Control Systems defense mission training. Skilled in presenting formal and informal briefing and written reports in regard to the Cyberspace program's to unit stakeholders in regard to the impacts of Cyber Protection Team or Industrial Control Systems defense mission training programs and initiatives. Skilled in presenting discussions and reports to external agencies to include Group, Wing, AFSPC and NGB on all issues relevant to operations training. Competent on performing cyber-space operations that protected and defended (or assessed the capability to protect and defend) information and information systems and experiences ensured availability, integrity, authentication, confidentiality, and non-repudiation. Experiences included cyber mission assurance systems by incorporating protection, detection, and reaction capabilities. Experienced in conducting risk and vulnerability assessments of DoD information systems that identified associated vulnerabilities, risks, and protection needs. Skilled as a technical and subject-matter expert that resulted in improved defense tactics of assessed missions and systems. Experienced in defending missions and systems against adversary exploitation. Must have a full-range of competencies as an experienced and qualified Evaluator Cyberspace Operator. Must have comprehensive knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures. Experienced in delivering assessed changes to higher-level policies, standards, directives or operations manuals that provided impacts on unit plans, policies, programs or operations. Must have experiences in the cyber program regulations, procedures, policies, and guidelines. Skilled in presenting formal and informal briefing and written reports in regard to the Cyberspace program mission readiness. Skilled in conducting and assessing on-line and classroom training that resulted in effective and efficient training environments. Experiences included recommendations to senior leaders to adopt new concepts, criteria, and standards for inclusion in cyberspace operations training programs.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
