Duties

As an IT Cybersecurity Specialist (CYBERMGT) you may:

  • Drive the development, implementation, and sustainment of long and short-term project plans that involve such areas as providing guidance on defining overall cybersecurity requirements and managing cybersecurity systems and processes in relation to assigned projects.
  • Interpret and implement IT cybersecurity regulations and standards.
  • Define overall direction and objectives for DOE cybersecurity programs and projects.
  • Act as a recognized expert who advises the executive-level and top management officials in the area of cybersecurity systems, processes and operations to meet user requirements for the secure management of program information.
  • Ensure development of work plans, short- and long-range schedules, and prioritizes work assignments and position structures to effectively, efficiently, and economically carry out the work.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

Qualifications

You must meet the "Specialized Experience" AND "IT Competencies" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service or equivalent. Specialized experience for this position includes:

  • Managing a portfolio of acquisitions and/or financial assistance agreements supporting an organization's Information Technology objectives and cybersecurity requirements; AND
  • Reviewing Plans of Actions or Milestones to correct findings that are not within standards; AND
  • Advising on sensitive issues pertaining to cyber-related policies, priorities, or programs.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service or equivalent. Specialized experience for this position includes:
  • Managing a portfolio of acquisitions and/or financial assistance agreements supporting an organization's Information Technology objectives and cybersecurity requirements; AND
  • Reviewing Plans of Actions or Milestones to correct findings that are not within standards; AND
  • Advising on sensitive issues pertaining to cyber-related policies, priorities, or programs; AND
  • Developing studies to examine the impact of cybersecurity activities on agency plans, policies, programs, or stakeholder interactions.

IT COMPETENCIES: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct Hire Authority (DHA) for Information Technology (IT) Management Series 2210 (Alternative A) positions in the GS- 2210 series.
